Duties

Responds to building emergencies. Passes along instructions received from the Supervisor. Uses the Information Work Management System (IWMS), distributes assignments to workers and gets work started, for example: assigns immediate tasks to individual members of the group led. Works along with other workers and sets the pace. Demonstrates proper work methods. Obtains information or decisions from the Supervisor on problems that arise. Ensures that work is distributed among the work crew. Provides technical guidance and training to other electricians to ensure proper use of equipment, materials, techniques, procedures and processes. Ensures that necessary plans, drawings, materials and tools are available. Instructs or advises workers to follow the supervisor’s instructions and to meet deadlines. Conducts market research to procure stock materials, tools and equipment from suppliers. Maintains supplies, equipment, tools and materials. Maintains current trade knowledge and building standards and answers worker’s questions on procedures, policies, written instructions and other directives. Checks work in progress and work finished to ensure the supervisor's instructions on work sequence, procedures, methods and deadlines have been met. Ensures all safety and housekeeping rules are followed and the shop is in compliance with health and safety standards. Reports to supervisors on work status, work progress and causes for work delays. Answers supervisor’s questions on overall work operations and problems, for example: the need for additional on-the-job training for individual employees. Identifies additional work to be completed and notifies the supervisor. Assumes additional responsibilities in the absence of the supervisor. Performs non-supervisory journeyman level electric work. Attends meetings and provides input to assist with items such as project design, planning and execution. Serves as a member on assigned project teams for electric and electronic installation, repair, upgrade and maintenance projects. Maintains accurate daily production records and administrative records, such as warrantees, procurements, repairs, inventory and maintenance. Analyses proposals to determine if designs and performance characteristics meet agency requirements Conducts site surveys and provides comments to engineers and officials on the accuracy of electrical plans to meet desired objectives. Compares the accuracy of final schematics and recommends modifications as necessary.

Qualifications

To qualify for this WL-11 ELECTRICIAN LEADER position you must demonstrate: (1) the Screen Out AND (2) the six individual Job Elements (1) SCREEN OUT: ABILITY TO LEAD OTHERS PERFORMING ELECTRICAL WORK You must have thorough knowledge of the electrical trade and ability to lead others performing electrical work or ability to lead an electrical project. Wage Leaders perform the same trade-work as that done by the group being led. Additional Wage Leader duties include: (1) maintains current trade knowledge and provides technical guidance to workers; (2) relays instructions and assigns tasks; (3) ensures materials and tools are available; (4) ensures sequence, procedures and deadlines are met; and (5) reports progress of work to supervisor At a minimum, you must demonstrate ability to guide or assist others performing electrical work and/or ability to lead an electrical project or task. Wage Leaders perform the same trade-work as that done by the group being led. RESPONSIBILITY: ELECTRICIAN LEADERS lead and work with electricians to perform a variety of electrical assignments and projects required to operate and maintain electrical systems across various large multi-floor agency facilities. (2) JOB ELEMENTS:Describe duties you perform that show you have (at a minimum): -- thorough knowledge of electrical equipment and ability to perform common-to-complex electrical work - ability to apply electrical theory and use electrical instruments to carry out common-to-complex electrical tasks -- thorough knowledge of the technical practices of the electrical trade and ability to apply those practices to perform common-to-complex electrical tasks - ability to read and interpret various electrical drawings and carry out common-to-complex electrical tasks -- regular hands-on use of standard electrical tools to perform common-to-complex electrical work -- ability to perform visual, audible or mechanical checks of electrical systems and execute diagnostic tests to detect common-to-complex electrical problems YOUR RESUME MUST SPECIFICALLY ADDRESS THE SCREEN OUT AND JOB ELEMENTS FOR THIS POSITION. CONDITIONS OF POSITION Due to the nature of work in this position, the following conditions are essential for successful performance and you must fully comply with these conditions to meet performance requirements. Successful performance of work in this position and adherence to these conditions will be assessed during the 1-year probationary period that may be served by new appointees (e.g., new to SSA and/or new to this series). This is an emergency / mission-critical position. Youmay be called to work after-hours, on weekends and holidays. (1) You may be required to report to or remain at a duty station to perform critical services when employees are generally excused for all or part of a workday in emergency conditions. (2) You may be required to report during irregular hours and travel in hazardous weather conditions. (3) Electricians in this position are on call 24 hours a day, 7 days a week, year around. (4) Work is usually performed indoors where light, heat and ventilation are adequate, however, some work is performed outside in all types of weather. (5) Work may be performed under hot or cold conditions, on agency buildings requiring significant electrical and electronic modifications to both equipment and facilities. (6) Electricians may be exposed to weather conditions and the hazards of working on and around scaffolds, ladders, and confined spaces. (7) Electricians are subject to injury, such as electric shock, cuts, bruises, falls and burns, may be exposed to high noise levels and may be required to work in areas that are dusty, dirty and confined where ventilation, heating and cooling equipment has been shut off. (8) You may be required to support other agency buildings to provide critical services to sustain the operational needs of agency buildings. (9) You must understand and follow mandated safety procedures and wear mandated Personal Protective Equipment, including earplugs, safety glasses, steel-toed boots, gloves, respirator, and any other gear deemed required by a higher-level supervisor. (10) You may be required to wear a respirator and may be required to shave to ensure a proper fit. (11) You may be required to wear a uniform while working at the duty station. (12) Position is full time, flex-time shift and Alternate Work Schedules (AWS) are available. (13) Telework is not authorized for this position.
