You will serve as a PROGRAM ANALYST in the PUBLIC WORKS DEPARTEMENT of NAVFAC SOUTHWEST. GS-09: $60,115.00 to $78,149.00 GS-11: $72,734.00 to $94,551.00

Duties

Analyze program procedures to identify the level of compliance with regulations (e.g., Navy Working Capital Fund, federal acquisition regulations, civilian personnel regulations). Prepare reports detailing capabilities identified from trend, deficiency, or accomplishment analysis. Prepare written reports from analysis of financial databases. Interpret or develop evaluation policy or procedures for an organization. Analyze program or project issues to determine solutions to meet objectives within established timelines or financial constraints.

Requirements

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. For the GS-11 Grade Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with Working Capital Fund (WCF) OR General Fund (GF) analysis for preparing budgets for program execution; 2) Analyzing, validating and reconciling of fiscal accounts utilizing financial systems. 3) Gathering financial documentation for funding requests. NOTE: This information must be supported in your resume to be considered for the position. For the GS-09 Grade Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with financial analysis for preparing budgets for program execution; 2) Analyzing or validating of fiscal accounts utilizing financial systems. 3) Assisting with gathering financial documentation for funding requests. Education

In lieu of specialized experience for the GS-11 grade level, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree.
OR

OR
A combination of experience and graduate education as described above that equates to one year of experience.

In lieu of specialized experience for the GS-09 grade level, you may qualify with the following education or combination of both education and experience:

Successful completion of two full years of progressively higher graduate level education leading to a master's degree.
OR
