This position is located with the Bureau of Indian Affairs, Office of Justice Services (OJS),District 5-Crow Agency in Crow Agency, Montana. OJS is searching for an individual to serve as the Chief of Police for the Crow Agency. The incumbent will perform a variety of administrative and supervisory functions and will assist the Special Agent in Charge with the overall planning, coordinating, implementing and directing of a law enforcement program in Indian Country.

Duties

Performs first level supervisory personnel management responsibilities that include overseeing appraising employee performance, hearing and resolving complaints, scheduling and granting leave, and advocating appropriate recognition. Coordinating the development of monthly performance reports and the collection of data in support of GPRA/PART reviews. Develops the law enforcement program budget, monitors expenditures and reviews budget documents to ensure proper integration. Prepares justification for purchases, develops long range budget plans and determines future requirements. Advise and make recommendations to the Special Agent in Charge on matters regarding the operation and management of the Indian law enforcement program that increases the efficiency and the quality of work provided. Create and maintain effective relationships with Federal, State and local law enforcement agencies, intelligence agencies, and their related entities, in order to successfully collaborate on cross-jurisdictional and cooperative situations. Directs and manages the investigation of complex and varied Felony and Misdemeanor criminal cases, involving both geographically isolated and densely populated areas. Insuring all investigations are properly conducted and documented with prescribed guidelines regarding time frames, deadlines and formats.

  • Prior law enforcement experience, as gained by substantial service in a primary law enforcement officer position, or equivalent experience outside the Federal government, is a mandatory prerequisite for incumbents of this position.
  • Law Enforcement Availability Pay (LEAP): LEAP in the amount of 25% has been approved for this position.

  • Telework: Indian Affairs has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
  • All new hires must successfully complete the Indian Police Academy within one year of hire OR current law enforcement (from another agency) MAY BE approved for a waiver to attend a bridge program rather than a full academy.

Qualifications

GS-13 Qualifications: One year of specialized experience at or equivalent to the GS-12 grade level assisting with the management of a law enforcement program consisting of criminal investigators and uniformed police officers engaged in the investigation of criminal cases; collaborating with Federal, State and local law enforcement agencies on cross-jurisdictional issues related to criminal activity; and assisting in the development of annual, or multi-year work plans and schedules for the effective operation of law enforcement programs. FIREARMS REQUIREMENT: This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. An applicant whose background includes any of the following will be ineligible for consideration: 1) convicted of a crime punishable by imprisonment exceeding one year; 2) has any outstanding warrants or is a fugitive from justice; 3) unlawful user of or addicted to any controlled substance; 4) adjudicated as a mental defective or has been committed to a mental institution; 5) illegally or unlawfully in the United States; 6) renounced U. S. citizenship; 7) subject to a court-ordered restraining order from harassing, stalking, or threatening an intimate partner or child; or 8) convicted of a misdemeanor crime of domestic violence. MEDICAL REQUIREMENTS: The duties of this position requires moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard too himself/herself, or others is disqualifying. RESIDENCY REQUIREMENT: Upon selection, employee holding a sworn law enforcement position must reside within 50 miles of their duty station unless a waiver is approved by the OJS Director or Assistant Director. A failure to comply may result removal from a sworn law enforcement position. SECONDARY RETIREMENT COVERAGE: To be eligible for secondary coverage, an employee must satisfy ALL three requirements: - (1) while covered under the retirement provisions moves directly (without a break in service exceeding 3 days) from a primary/rigorous position to a secondary position; - (2) Completes 3 years of service in a primary/rigorous position, including any such service during which no FERS deductions were withheld; AND - (3) Must be continuously employed in a secondary position or positions since moving from a rigorous position. Except a break in employment in secondary positions that begins with an involuntary separation (not for cause). If you are not eligible for special retirement coverage, you will be placed in the regular retirement system. NOTE: If you have previous law enforcement (LE) Federal experience, you must enter the number of MONTHS when you respond to the questionnaire. For example: If you have 5 years of Federal LE, you must enter 60 months, 4 years would be 48 months, etc. Otherwise, the system may screen you out. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
