Duties

WHAT IS THE TAX SERVICESDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Wage and Investment Customer Assistance, Relationship and Education, Media and Publications, Publishing, E-Forms Technology. The following are the duties of this position at the full working level. Performs program management and technical and administrative activities including evaluating operations, conducting technical studies and implementing recommendations. Provides team leadership to ad-hoc groups when conducting studies, convening task forces, completing special projects or implementing new publishing techniques. Analyzes technical, operational and administrative problems including guiding and coordinating planning, development and implementation of approved corrective measures, keeping management apprised of actions and decisions. Collects, analyzes and consolidates data on trends in the printed and electronic publishing industries both private and public. Initiates special studies and projects to evaluate and improve operational and program efficiencies. Prepares and presents formal written and oral presentations to management and customers to promote awareness and recommend adoption of new processes. Initiates, develops and assumes a leadership role in the formulation of organization policies, development of program plans, and the issuance of directives and instructions to improve the overall effectiveness of the management and operation of the Branch. Assists other printing services specialists in the performance of various aspects of their work. Helps plan work to be accomplished by the group as well as assist with training. Serves as a customer liaison and represents the Division's interest on special assignments and projects. Serves as Section Manager when required with full responsibility and delegating authority.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: INDIVIDUAL OCCUPATIONAL REQUIREMENT (ALL GRADE LEVELS): Education: Undergraduate and Graduate Education: Major study -- journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics. OR Experience: General Experience (for GS-5 positions): Experience that provided a knowledge of printing equipment, methods of production, and sources of printing. Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions. Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.). Managing a printing plant that produces printing either for the government or private industry customers. Performing production control work in a large printing plant. Serving as a sales representative for a wide variety of printing equipment. Analyzing the price and cost of preparation and production of printing. Planning, estimating, and scheduling printing on a full-time basis for a variety of publications. Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations. AND QUALIFICATIONS REQUIREMENTS SPECIALIZED EXPERIENCE GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Examples of qualifying specialized experience include: Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions. Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.). Managing a printing plant that produces printing either for the government or private industry customers. Performing production control work in a large printing plant. Serving as a sales representative for a wide variety of printing equipment. Analyzing the price and cost of preparation and production of printing. Planning, estimating, and scheduling printing on a full-time basis for a variety of publications. Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations. Additional examples of qualifying specialized experience include: Experience with electronic composition methods (including but not limited to HTML (Hypertext Markup Language), XML (Extensible Markup Language), and JavaScript); Printing processes and equipment and their capabilities, limitations and applicable uses; Industry-wide product design standards, publishing standards, electronic and digital publishing systems, including source file management, standard file formats, markup languages, concept and use of a core repository, and electronic composition and delivery to ensure products conform to all legal and regulatory requirements; Interpreting federal printing, binding and acquisition regulations and procedures. Experience with the requirements and limitations of the various contracts issued by the Government Publishing Office (GPO); Program and product management principles, forecasting, distribution methods, federal budget process, production scheduling and estimating techniques to perform program and product planning activities.
