This position is located in the Department of Health and Human Services, Administration for Children and Families, located in Washington, District of Columbia.

Duties

If selected for this position you will join a well-respected team that is responsible for supporting a full range of Industrial Property Management Specialist duties within the Department of Health and Human Services/Administration for Children and Families (ACF). Typical work assignment include: -Preparing reports to evaluate findings and to provide results and recommendations to program managers, business owners, and contracting partners. -Providing overall authoritative guidance on technical, legal, or procedural changes in property management policy relative to property accounting, control, management, and reporting of Government-owned property; and monitoring the ACF property administration program to ensure adherence to basic policies and procedures and to determine the need for revision. -Developing, updating, and maintaining all relevant property management information; formulating recommendations for decision-makers; and providing property management expertise and advice that support negotiations to achieve best value for the Government. -Screening, redistributing, and disposing of contractor inventory excess to government contracts. -Administering the contract requirements and obligations relating to Government property in the possession of a contractor. -Reviewing and evaluating of a Contractor's property management system.

Qualifications

Specialized Experience: GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: -Overseeing contractors' adherence to property management obligations; -Conducting audits and providing technical guidance to ensure effective surveillance and control; -Ensuring accurate tracking and reporting of government property assets; -Interpreting contract clauses and procurement regulations to safeguard government interests. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
