About the Position: Located within the Directorate for Resource Management, Department of Budget Services at the Walter Reed National Military Medical Center (WRNMMC) in Bethesda, MD. Work is primarily sedentary and performed in a typical office setting. Telework in accordance with agency policy. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Maintain and assist in the operation of the Defense Civilian Pay System (DCPS) Customer Service Representative (CSR) function. Provide critical payroll administrative liaison function/activities to ensure uninterrupted pay of all assigned Federal civilian personnel. Serve as an intermediary between the customers and the Defense Finance and Accounting Services (DFAS). Develop and disseminate information and instructions to ensure uniform interpretation and application of finance regulations and procedures throughout the Command. Review, verify and process a variety of payroll and time and attendance data impacting pay. Analyze various pay statistical reports in order to identify problems and trends. Distribute and balance the workload among employees. Present on the job training to employees. Prepare recurring and special one-time reports and disseminates to the appropriate parties as requested. Instruct employees in specific tasks and job techniques and make available written instructions, reference materials and supplies. Resolve simple, informal complaints of employees.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • You may be authorized to Telework on a Regular and Recurring basis.
  • This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: managing the overview and entry of payroll data into the prescribed automated systems; researching and reconciling pay problems; providing technical assistance to customers and staff regarding attendance entry and time keeping; utilizing a variety of automated systems such as, General Fund Enterprise Business System (GFEBS), Automated Time Attendance and Production System (ATAAPS), and/or Defense Civilian Pay System (DCPS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted
