THIS IS A NORTH DAKOTA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This ND National Guard position is for a SUPERVISORY ENVIRONMENTAL PROTECTION SPECIALIST, Position Description Number D0964000 and is part of the ND JOINT STAFF, National Guard.

Duties

Serves as the State ARNG Environmental Program Manager with responsibility for supervising and managing the state environmental program in conformance with Federal, state, and local rules and regulations. Serves as the focal point and technical expert to the Adjutant General; and provides advisory services to all units within the state regarding National Environmental Policy Act (NEPA), Installation Restoration Program (IRP), Air Quality, Water Quality, Hazardous Waste Management and various other environmental programs. Ensures that applicable Federal, state, and local environmental standards, regulations and laws are maintained. Assures compliance with policies, regulations, and Federal, state, and local statutes. Supervises technician and/or state personnel engaged in a variety of work directly related to the state environmental program. Assigns, directs and reviews the work of state and/or technician personnel. Determines proper work methods and procedures, sets performance standards, and makes formal appraisal of assigned personnel work performance. Responsible for the State ARNG Environmental Program and supported tenants, which involves the implementation and monitoring of various programs such as outlined in ARN regulations, directives and policy guidance. Interprets and directs the implementation of policies and directives for the state environmental program. Serves as the ARNG point of contact and spokesperson with Federal, state, and local regulators. Directs the performance of surveys, inspections, and evaluation of activities to identify and initiate corrective action for deficiencies. Responsible for implementing, administering, and maintaining records of the hazardous waste management training program for State ARNG personnel. Notifies Federal, state, and local agencies on matters dealing with legally binding reporting requirements. Reports Notices of Violation and/or fines from regulatory agencies immediately to the Adjutant General that could impact on the installation or community environment.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the ND Army National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the ND National Guard must be eligible for immediate membership and employment in the ND National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposition is mandatory.
  • You must be able to obtain and maintain a Tier 3 security clearance.

PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION. MILITARY GRADES: Officers, Warrant Officers and Enlisted members. QUALITY OF EXPERIENCE Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position. SPECIALIZED EXPERIENCE: Applicants must have one year of experience at the GS 11 level or civilian equivalent, that provided experience, education, and training which included: 1) Knowledge of the principles, practices, and concepts of an environmental program sufficient to serve as the expert technical advisor on the various environmental programs; 2) Working knowledge of environmental issues, problems and solutions regarding federal, state, rural and community environmental regulations; 3) Assess the impact of the installation's activities regarding public safety, ecology, and environment involving matters which are directly or closely related to public welfare and the protection of natural resources; and 4) Preparing performance plans and formal performance appraisals for subordinate employees.
