This incumbent is responsible for the Engineering and Project Management section located at the Tuscaloosa VA Medical Center. Healthcare Engineer/Energy Manager performs project planning, produces designs, manages designs, manages construction, and provides construction administration for Minor Construction Projects, Non-Recurring Maintenance (NRM) Projects, Station Level Projects at assigned medical center(s) and associated Community Based Outpatient Clinic (CBOC)'s.

Duties

Major Duties includes but not limited to: The incumbent works in a collaborative effort with other Energy Mangers within the Veterans Integrated Service Network (VISN) toward accomplishing VISN wide and Veteran Health Administration (VHA) energy goals. The incumbent works closely with the VISN Capital Asset Manager (CAM) providing technical support for VISN initiatives. In addition, the incumbent provides technical and program support for the energy conservation programs at local National Cemetery Administration (NCA) and Veteran Benefit Administration (VBA) sites. Incumbent oversees major healthcare system projects; oversees Professional Architecture/Engineering (A/E) and Construction contracts to ensure the contractor is following all contractual requirements, healthcare regulations and codes, specifications and schedules are met in accordance with the government's requirements for VA owned and leased facilities. The incumbent implements energy conservation initiatives and prepares project submission documents for cost effective energy conservation retrofit projects. The incumbent prepares and monitors utility budgets, advising management of potential budget shortfalls and other factors that may influence the energy budget. The Energy Manager works with A/E firms in the development of energy conservation projects, reviews designs prepared by A/E firms for renovation and construction projects to ensure compliance with applicable local, National and VA regulations as they relate to energy performance. The incumbent will be required to review local facility-level project and maintenance activities that have the potential to impact to energy performance. The incumbent works with the operations and maintenance sections to analyze and improve utility system energy performance, initiates, and supports the development of operational procedures and controls, including to but not limited to the following: A. Monitor utility systems' components looking for significant changes in consumption rates or quantities. B. Evaluate data compiled from energy management programs or programs tracking energy consumption for assigned faculties. C. Work with energy plant personnel and or maintenance to monitor/improve efficiency of boiler and chiller operations. D. Monitor natural gas prices to determine when utilizing alternate fuel oil in facility boilers is of economic benefit to the facility. E. Determine local set back parameters for unoccupied spaces after hours. F. Evaluate existing energy savings systems, such as glycol loops, heat wheels and solar panels and recommending appropriate operational changes. Review and monitor contracts and contractor performance for water treatment to included, but not limited to softener for boilers chillers and food preparation or cleaning equipment for appropriateness and billing accuracy. G. Manage the building/energy management system(s) and utility metering initiatives (electrical, water, gas, steam, etc..) ensuring proper use and administration. H. Establish & monitor the operating set points for variable speed drives and similar devices. I. Inspect, troubleshoot, and monitor the steam condensate return systems. J. Management energy data file, review energy use data, prepare reports. K. Inspect and coordinate the work of contractors and vendors during the start and completion of energy related projects and recommends acceptance or rejection of work performed. L. Evaluates energy conservation measure opportunities as they apply to the health care system's existing utility and lighting systems and makes recommendations for implementation. M. Monitors the energy consumption of the Medical Center and is responsible for required national reports and leadership presentations relating to energy and water consumption. Qualifications

Basic Requirements: Citizenship: Be a citizen of the United States (U.S.). Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. § 7407(a). English Language Proficiency: Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f). Education: Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time; OR, Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; OR, Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico. Grade Determinations: In addition to the basic requirements outlined above, the following criteria must be met when determining the grade of candidates. Healthcare Engineer, GS-13. (1) Experience. One year of experience equivalent to the next lower grade (GS-12). (2) Knowledge, Skills and Abilities (KSAs). In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs: Knowledge in various energy systems, including building envelopes, HVAC. controls, steam distribution and lighting and their retrofit potential for energy conservation and/or energy recovery in a medical center environment. Knowledgeable in the evaluation of alternative fuels and fuel consumption for vehicles Knowledge and authority in the design, construction, maintenance, and inspection of the installation of all utility systems. Utility systems include electrical power distribution, electronic, plumbing, water distribution, steam generation and distribution, vacuum, medical gas, fire alarm, fire sprinklers, pneumatic and other electrical and mechanical systems. Knowledge of mechanical, electrical, structural, civil, and other engineering/architectural principles, practices, and their applications in the healthcare environment. Knowledge of construction standards, methods, practices and techniques, materials, and equipment to determine compliance with regulations and standards. Knowledgeable in the evaluation of utility rate structures, computation of energy consumption and energy savings associated with multiple utility systems, construction cost estimating and Contracting Officer Representative (COR) for construction/service contracts. Skill to researching and analyzing information, conditions, human factors, and projections to make sound engineering and business recommendations and decisions to proactively identify problems and develop innovative solutions within the context of applicable rules, regulations, and procedures. Ability to use energy and project management software, such as construction estimating, scheduling, life cycle cost analysis and work processing. Ability to plan and execute complex, multi-faceted projects and inspections while prioritizing resources against approved scopes of work, contract documents and budgets. Ability to organize and lead multi-disciplinary task forces with members from different departments and divisions, as well as design and construction firms. Preferred Experience: Experience is preferred managing projects in healthcare settings, working with energy controls, and other energy management systems.
