This position is part of the Defense Human Resources Activity. The incumbent will serve as a Financial Management Specialist non-supervisory Section Chief Financial Management Section in the Technical BusinessOperations (TBO) Division of the Defense Manpower Data Center (DMDC), component of the Defense Human Resources Activity (DHRA) Headquarters. DHRA is a Field Activity of the Under Secretary of Defense (Personnel and Readiness) (USD (P&R)).
Duties
As a FINANCIAL MANAGEMENT SPECIALIST at the GS-0501-13 some of your typical work assignments may include:- Execute the planning, tracking, and coordinating of a multitude of Agency-wide efforts designed to achieve the DHRA strategic goal of passing the scrutiny of an external audit and sustaining an unqualified audit opinion.
- Provides assessment of potential impacts to mitigate the risks involved with conflicting program goals and objectives that are caused by changes in legislative or regulatory guidelines, which will affect how to proceed in planning, organization and conducting studies.
-Provides support with accounting processing and procedures within the Defense Agencies Initiative (DAI) and ensure actions are performed in accordance with the Department of the Defense (DoD) Financial Management Regulation (FMR); which includes ensuring obligations are processed timely and accurately. Unmatched disbursements are corrected and reconciled to coincide with the DoD accounting metric standards, feeder system reconciliations discrepancies are corrected timely; debt management transactions are cleared within regulatory timeframes and ensures information is correctly stated on financial statements.
-For Financial and Investment Management, ensures that accuracy of financial requirements are achieved through Business Proposals Process/Integrated Planning Teams (IPT), Facilitates the financial Planning, Programming, Budgeting, and Execution process by presenting in Technology Strategy Boards, Requirements Management, and supports the TS Directorate Technical Business Operations (TBO) Divisions in the Operations and Maintenance of all Programs, Systems, and Projects. Provides investment management services through Business Proposal IPTs: Establishes and schedules IPTs of TS and DMDC customer experts, to develop technical concepts, IT Investments and perform technology planning, identify, and prioritize budget needs, required documentation, for the enterprise financial and Acquisition strategy for the Technical Service Directorate. Provides TBO Division Director, Branches, and Customers IT investments Project Budget Tracking while balancing TS, DMDC and resource constraints; cultivates positive relationships between TS and DMDC customers, maintains communication; and anticipates future customer IT budget needs and requests through Program Objectives Memorandum, 1-N strategy financial reviews, Service Level Agreements, Memorandum of Agreements, and Inter Agency Agreements (IAAs) for all TS and DMDC programs.
- Analyzes, executes, and provides information for budget formulation on assigned DHRA funded programs. Provides plans and objectives pertaining to Operation and Maintenance (O&M), Procurement, Research and Development (R&D), and other Department of Defense (DoD) and non-DoD funding. Prepares annual reports and budgets for submission to Office of the Secretary of Defense (OSD), other federal agencies and the Congress.
-Advises the DHRA and DMDC staff engaged in the development and implementation of plans, and objectives to assure, from an overall viewpoint that plans are in keeping with DoD, P&R, and DHRA objectives. Recommends actions to correct deficiencies in procedures that have DoD-wide implications as it pertains to the implementation of DHRA policy.
- Executes the tracking of obligation data and ensures compliance with obligations and expenditure plans and statutory limitations. Provides the year-end funding certification of obligations policies, procedures and budget execution preparation instructions pertaining to DHRA programs and activities including those having special requirements and implications.
- Reviews policies, directives, regulations, orders etc., received from higher echelons and provides interpretations of financial analysis to achieve mission goals. Investigates supplemental policy guidance and shares information to DHRA Component organizations about the development of policies and guidance as it pertains to specific projects under consideration.
- Applies judgment and ingenuity in interpreting of financial strategies and provides input to broad policy statements, legislative intent, and broad DHRA and DoD program objectives in developing, modifying, integrating, and adapting accounting policies, processes and procedures to resolve major program deficiencies and to provide accurate and timely financial information for evaluating DHRA's financial condition.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Focusing on planning/programming/budgeting high level budgets, charts, managing the spreadsheets for operations/maintenance.
Utilizes templates for execution process of budgeting.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
