The primary purpose of the Training Instructor - Education position is to support the Learning Organization Transformation journey to patient-centered care by leading a variety of technical and administrative duties to support talent development. This Education Training Instructor position is located within the Minneapolis VA Education Service Line and reports to the Director of Learning Resources and Technology under the Associate Chief of Staff for Education.
Duties
Major duties include but are not limited to:
Course instruction - Instructs courses covering a wide variety of topics in well-established areas of a subject-matter field, including but not limited to automated/computer-based programs, software applications, and employee talent development.
Identifies and determines training priorities as well as conduct and administer training programs
Participate in program planning meetings and prioritizes and administers varied projects.
Gathering information for projects and activities related to administration of training programs.
Apply adult learning principles in planning and conducting continuing education activities.
Organizing and interpreting course materials to best communicate and motivate learning.
Maintain staff records for all accredited offerings in accordance with Field Accredited Services policies and procedures.
Identifies skills gaps and utilizes appropriate practices to close them.
Collecting information for analyses of training program courses.
Updates and makes all internal documents for Field Accredited Services available for participants.
Provides technical support for program participants.
Use multimedia or educational technologies, computer-based learning, breakout sessions and blended learning strategies.
Incorporate appropriate technologies in business processes to meet organizational requirements.
Advise students regarding training course content, prerequisites, eligibility, availability of classes, and other pertinent information.
Work with others to assess needs and resolve problems, demonstrating a commitment to quality service.
Work collaboratively with the Specialists/Educators to establish the minimum standards by which education programs and/or projects will be evaluated.
Collects and analyzes training outcome data regularly; develop surveys for evaluation
Supporting and managing the establishment and/or control of records for training programs.
Scheduling and coordinating support needed for training, including equipment, manpower, and transportation.
Troubleshoot all software, hardware and applications for the service line
Other duties as assigned.
Work Schedule: Monday - Friday 8:00 am - 4:30 pm
Telework: Ad Hoc- VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for Ad Hoc telework only. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Minimum Qualifications GS-09: You must qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field;
Supervising or administering a training program;
Development or review of training/course materials, aids, devices, etc., and evaluation of training results;
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
Familiarity with adult learning and training principles; Experience building and evaluating new curriculum and evaluation of material; Understanding of training programs and experience training in education; Familiarity with using policies and procedures to improve work efficiency; Expertise with Microsoft Office, Outlook etc., to perform clerical functions such as preparing correspondence, reports and other clerical duties (experience must be well documented in resume).

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a masters or equivalent graduate degree, 2 full years of progressively higher level graduate education leading to such a degree, or a LL.B. or J.D., in education or a field related to this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
The following is an example of how education and experience may be combined:
The position to be filled is a Management Analyst, GS-343-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.)

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Questions about physical demands or environmental factors may be addressed at the time of evaluation or examination.
Physical Demands: The work is primarily performed in an office setting and in a training environment which includes sitting, standing, walking, and operating a computer. Carrying training materials and equipment (laptop, projector, flipcharts, etc.) is required.
Work Environment: The work area is adequately lighted, heated, and ventilated. The work environment includes everyday low risks or discomforts which require normal safety precautions typical of offices, meeting and training rooms, or commercial vehicles. Occasional travel is required.
