This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The Supervisory Licensed Professional Mental Health Counselor (Supervisory LPMHC) is responsible for the professional, personnel and administrative management of the assigned Licensed Professional Mental Health Counselors assigned to Outpatient Behavioral Health Interdisciplinary Program (BHIP) clinics, as well as other LPMHCs in the Mental Health and Behavioral Sciences Service Line. The Supervisory LPMHC assists in planning, establishing, and implementing policies and procedures, developing individual or group goals and objectives, as well as monitoring, evaluating, and coordinating LPMHCs. The incumbent will assure the LPMHC staff whom they supervise are aware of and adhere to all current VHA directives, CARF, Joint Commission standards, State licensure standards, and VA-OIG expectations. The incumbent will conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by federal, state and professional governing bodies. Duties include, but not limited to: Administrative/Supervisory Responsibilities (50%): The incumbent performs the administrative and personnel management functions relative to staff supervised. He/she establishes guidelines and performance expectations for staff and clearly communicates these through the formal employee performance management system. The incumbent observes supervisees' performance and demonstrates and conducts work performance critiques. He/she provides formal and informal feedback to employees, works to resolve informal complaints and grievances, develops work improvement plans, and recommends personnel actions, as necessary. The incumbent provides advice and counsel to workers related to work and administrative matters, effects disciplinary measures, as appropriate to the authority delegated in this area, and reviews and approves or disapproves leave requests. The incumbent assures that subordinates are trained and fully comply with the provisions of the safety regulations. The incumbent supervises LPMHC staff in accordance with the objectives of the Mental Health Service Line. The incumbent exercises supervisory authority and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. The incumbent facilitates coordination among employees to ensure coverage across all sites. The incumbent possesses ability to evaluate his/her practice through professional peer review, case conferences, and other organizational means. He/she regularly conducts LPMHC meetings and participates in regular LPMHC and Mental Health Service Line meetings. Clinical Responsibilities (40%): The incumbent independently performs case finding functions and outreach, identifying and screening patients for psychosocial needs. He/she must possess the knowledge and ability to independently implement treatment modalities, provide counseling or psychotherapy for individuals, families, and groups. He/she also independently conducts psychosocial assessments. The incumbent develops treatment plans in collaboration with the veteran/family and with the interdisciplinary treatment team if applicable. He/she possesses the skills to offer psychosocial interventions and measures outcomes to interventions. The incumbent has working knowledge and experience in use of medical and mental health diagnoses, disabilities, and treatment procedures. This includes acute, chronic, and traumatic illnesses/injuries, common medications and their effects/side effects, and medical terminology. He/she develops patient education materials/modules and assists with Veteran Peer and Family activities as assigned. The incumbent meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Incumbent provides the customer with consistent information according to established policies and proceed. Other Significant Responsibilities (10%): The incumbent has contact on a regular and recurring basis with individuals representing widely divergent backgrounds, interests, and points of view. Has frequent personal contact with the public, clinical/administrative service/service line chiefs, medical center employees, and representatives of local and state organizations, AFGE/NAGE Union officials, medical center top management, and high-level VISN and VA Headquarters program officials. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: MINIMUM QUALIFICATIONS FOR GS-12: Experience, Education, and Licensure: In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills, judgment, and competency. Assignments: At this level, LPMHCs administratively supervise their licensed staff and/or graduates and are considered LPMHC subject matter experts and may serve as the discipline lead. LPMHCs may provide treatment to patients. They direct the development and implementation of services and treatment to patients through the administrative supervision, mentoring, and oversight of assigned clinical staff. Their experience must demonstrate practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Demonstrated Knowledge, Skills, and Abilities: In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below: Ability to administratively supervise other providers and conduct meetings. Ability to maintain a professional environment by following organizational policies, guidelines and safety standards. Ability to establish and clearly communicate guidelines and performance expectations for staff. The actual grade at which an applicant may be selected for this vacancy is GS-12. Physical Requirements: The physical demands of the work are generally minor. The work is primarily sedentary in nature and usually occurs within climate controlled clinical and administrative settings. Use of fingers may be required to operate computers. There may be occasional light lifting/carrying (15 pounds or less) requirements to relocate boxed materials from one area to another, equipment and room set-up, and ambulation related to physical inspections of the facilities.
