THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a Fuel Distribution System Workers, Position Description Number T5799506 and is part of the158th Logistics Readiness Squadron Fuels Management Flight of the Vermont Air National Guard.

Duties

The primary purpose of this position is to manage fuel on behalf of the Defense Logistics Agency (DLA) which consists of operations and maintenance of a fuel distribution system that includes a fuels laboratory, cryogenic storage, bulk storage, base service station, fuels information service center, mobile fueling operations and the financial account management for missile propellants, aviation fuels, ground fuels and cryogenics utilized in support of aircraft, motor vehicles, engine test cells, powered Aerospace Ground Equipment (AGE), generators and heating systems required to support the Wing mission and transient aircraft. 1. Organizes, administers and evaluates a segment of the fuels quality assurance program for the organization. 2. Directs, inspects, operates and maintains a complete fuels distribution system(s) to receive, store, transfer and issue both aviation and ground fuels. Operates petroleum products distribution equipment by initiating and controlling the movement and storage of supplies throughout complete pipeline or tank farm systems, using telephone communications, signal systems, a central control board, or similar facilities. Inspects systems for leakage, corrosion, faulty fittings, and inoperative components such as distribution lines, storage tanks, hydrant pits/outlets, oil/water separator, pumps, automatic/manual valves, meters, and system control rooms. 3. Operates one or more types of special purpose design aviation and ground fuel tank truck vehicles having a capacity of up to 6,000 gallons and gross vehicle weight of 70,000 pounds used for fueling/defueling various types of aircraft and ground fuels applications such as AGE, power production, heating and engine test cells. 4. Operates, inspects and performs all required maintenance and repair on 400-5,000-gallon cryogenic storage tanks. Troubleshoots, tests, and repairs all aspects of mechanical & electrical systems and their subcomponents to include AC generators, complex wiring harnesses, regulators, automatic relays, AC and DC power generation circuitry, electrically controlled solenoids. 5. Assess, monitor and reviews assigned Self-Assessment Communicators utilizing the Management Internal Control Toolset (MICT) program. Uses and assures proper fit of required safety equipment and personal protective equipment (PPE).Plans, monitors and conducts On-The-Job Training (OJT), for assigned Fuels Management Flight personnel. Maintains a consolidated tool kit program. Performs other duties as assigned. ** REFER TO PD FOR FULL LIST OF DUTIES/RESPONSIBILITIES **

  • This position requires a valid state Driver's License in one of the 50 U.S. states or territories to operate vehicles or incumbent must be able to obtain and maintain a valid state Driver's License.
  • This position requires a Commercial Driver's license with a HAZMAT (Hazardous materials) endorsement within the first 6 months of appointment.
  • Must successfully complete a pre-employment physical examination in accordance with 5 CFR, Part 339 and Technician Personnel Regulation 355.

Qualifications

OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3, 4 Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Vermont National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Vermont National Guard working at the location specified in job announcement. Area II: Title 5 NG Federal Employees or Title 32 Dual Status Technicians within the Vermont National Guard. Area III: All current and former members of the VTNG. Area IV: United States citizens * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. MINIMUM REQUIREMENTS: Experience or training which demonstrates the ability to follow instructions and to safely operate the type of equipment required to accomplish the duties of the position. SPECIALIZED EXPERIENCE WG-09: You must have 18 months of Experience or training operating, maintaining, repairing, troubleshooting, and overhauling fuel systems and components. Experience or training initiating and controlling the movement and storage of fuel supplies by operating high pressure systems with a series of terminals connected by cross-country pipelines or multi-fuel storage and distribution facilities connected by a network of internal pipelines. Length of time is not of itself qualifying. Candidates' experience should be evaluated based on duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position. Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics): -Knowledge of fuels, propellants, chemicals and logistics that are applicable to this position. -Knowledge of diagnostic methods, procedures, and principles to identify computer system failures, take corrective actions to resume normal operations. -Knowledge of the mechanical, electrical, and pneumatic systems and their major components related to fixed and mobile refueling equipment. -Ability to use a wide range of cryogenics and petroleum fuels laboratory analysis equipment to include flash testers, conductivity unit meters, analytical balances, cloud point determination apparatus, aqua-glo viewers, hydrometers, fuel system icing inhibitor scopes, de-mineralized water purifier, vacuum pumps, graduated cylinders beakers and assorted glassware. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a Wage Grade (WG) any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a WG-09 position you must have served 52 weeks at the WG-08. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CONDITION OF EMPLOYMENT & NOTES: -This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. Civilian personnel of the Department of the Defense are not exempt from this provision. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. -This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. -The duties and responsibilities of your job may significantly impact the environment.
