Realty Specialist provides support for the acquisition of minor leasehold interests in real property including projects requiring construction or alteration, participates in reviews and requests, provides policies and guidelines for the field facilities, conducts field training, and reviews/approves lease acquisition activities for Veterans Integrated Service Network (VISNs), VA Health Systems, VA Medical Centers, VA Community Based Outpatient Clinics, and VA Vet Centers nationwide.

Duties

Major duties and responsibilities include: Responsible for completing well-defined customer needs statements, reviewing offerings, recognizing constraints, identifying delivery options to address unique needs of the customer, and proposing the best solution to the customer. Performing the full range of below prospectus-level leasing, acquisition, special real property projects, and utilization work for realty projects and the implementation of policies and procedures that support national policy and national programs. Provides analytical, technical, consultative, and/or strategic business support to facility customers during project planning and throughout the lease procurement and space delivery process. Coordinates meeting customer needs with meeting the goals and objectives the organization. Maintains a working knowledge of public laws, Executive orders, regulations, and directives related to the lease realty services program. Provides critical analyses of issues and required procedural recommendations to management officials in formulating decisions regarding changing responsibilities or business needs, as well as in the design/development and evaluation of ongoing and/or new program issues. Develops and evaluates new policies, methods, techniques, or criteria. Advises on the interpretation and implementation of new and/or revised procedures. Maintains knowledge and answers questions from associates on procedures, policies, and directives, obtaining information from the supervisor regarding final decisions on major problems and issues that arise. Oversees the management of repair and alteration projects, retrofits, and interoffice and relocation moves. Performs pre-occupancy and transition tasks including reviewing space requests; participating in market surveys and design kickoff/acceptance meetings; preparing lessor transition and customer welcome packages; and performing space condition inspections and key collection for vacated space. Coordinates the procurement of contract services such as custodial, operations and maintenance (O&M) and utilities. Performs all lease administration tasks identified in the GSA Leasing Desk Guide, Lease Administrative Chapter. Performs other related duties as assigned. Work Schedule: Tour of Duty is 8:00 a.m. - 4:30 p.m. Compressed/Flexible: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position is authorized telework at the discretion of the supervisor. Remote: This is a 100% remote position if within the local commuting distance of a VHA healthcare facility within the RPO West area of responsibility.(Remote refers to work performed on a full-time basis anywhere other than a VA facility or using VA-leased space.)** Virtual: This is not a virtual position.(Virtual refers to work performed on a full-time basis using VA-leased space or at a VA facility other than the facility that hired the employee.) **For this position, telework (up to 80% per pay period) or remote work (100% off-site) may be authorized if within the local commuting distance of the advertised duty station(s) or within the geographical footprint of the RPO West Admin. There are no special physical requirements. The work is performed primarily in office areas or conference rooms and similar environments. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience GS-13: Applicants must also meet the specialized experience for the GS-13 grade. You may qualify based on your experience described below for the GS-13 Realty Specialist position: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: Experience with Real Estate Development and price analysis sufficient to compile property data and transition data into comprehensive benefits cost analyses for a variety of options, including lease, design/lease. Experience with quantitative and qualitative methodologies sufficient to develop various cost implications to support various options (lease, purchase, or build) and outline associated implications/project revenue options to develop options for executive decisions. Knowledge of commercial structure aspects of construction, space planning and floor plans sufficient to determine feasibility of proposed structures for customer needs. Knowledge of Federal, GSA, and VA acquisition laws, regulations, and procedures sufficient to apply regulations and ensure compliance with overall acquisition components pertaining to process for land acquisition and disposal, attaining legal documentation and signatures for agreements, rights of way, and lease agreements for lease, design/lease projects. Experience writing and developing decision papers and executive decision briefs. Experience holding public hearings, responding to public, congressional, state, and internal inquiries. Experience communicating and interacting with interested offerors, city planners, real estate agents and developers, and Congressional staffs. Experience interpreting cost and price data and obtaining, reviewing, and approving appraisals on proposed real property assets. Negotiation skills to manage particularly complex, controversial, or unprecedented situations involving leases or other real property management issues. Education: There is no education substitute for the GS-13 grade. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
