About the Position: Position falls under the Defense Health Agency, Naval Health Clinic Cherry Point located in the Directorate for Public Health serving as Special Assistant to the Commanding Officer, responsible for regional coordination and oversight of the Navy Medicine's Emergency Management Program.

Duties

Plan, develop and implement all phases of the clinic's All-Hazards Emergency Management Plan (EMP), including responses to Chemical, Biological, Radiological, Nuclear, and High Yield Explosives (CBRNE) events. Apply emergency management knowledge and experience to engage as an active participant in emergency management working groups. Conduct systematic assessment of emergency management programs against prescribed standards, higher and headquarters requirements. Develop and execute appropriate emergency management training and exercises. Identify, coordinate, and plan for the utilization of resources (e.g., personnel, facilities, equipment, and supplies) as they apply to preparing, responding, mitigating, and recovering from emergencies. Establish and maintain effective work relationships with all levels of command concerning Emergency Management matters, both inside and outside the Navy Medicine Enterprise. Unusual initiative, aggressiveness, ability, foresight, and diplomacy are requisites for the incumbent in developing, explaining, justifying, persuading and otherwise dealing with a wide range of issues with individuals of diverse backgrounds. Position requires practical working knowledge of advanced management and organizational principles and practices to include planning, programming and defense acquisitions and guidelines pertaining to Emergency Management. Serve as Anti-Terrorism Officer, responsible for regional oversight and coordination of Anti-Terrorism/Force Protection exercise planning and yearly vulnerability assessments.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the employee to obtain Hepatitis B immunizations and Tuberculin testing unless exempt by physician.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Position is designated as Inclement Weather Essential. The incumbent must make every attempt to report for work on time and/or remain on duty during severe weather conditions.
  • This position is designated as Key. For positions located within the Continental US (CONUS), the position cannot be vacated during war or national emergency without seriously impairing the mission.
  • Incumbent may be recalled back to work in emergency situations.

OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Emergency Management or relevant fields of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
