You will serve as a GG-12 Management Analyst responsible for providing management liaison services to manager, supervisors, and employees regarding Performance Management System processes and procedures. You will serve as a point of contact for initiatives to include keeping the workforce up to date on Office of Personnel Management (OPM) and Office of Civilian Human Resources (OCHR) processes. This position is located at DCMS, Joint Base Andrews, Maryland.

Duties

You will conduct analysis of organizational methods and procedures, organizational needs, program effectiveness, and recommend improvements of the internal organizational structure. You will use civilian personnel tools and system to coordinate, submit and track personnel actions for Naval Communications Security Material Systems (NCMS). You will learn the performance management processes to provide training and assistance to personnel on operating the Performance Appraisal Application (PAA) tool. You will advise management on Performance Management System issues relating to internal organizational policies and procedures. You will be responsible for the execution of assigned programs which involves technical and administrative responsibilities for planning , promoting, administering, and evaluating the management analysis programs. You will review, track and manage civilian manpower time and attendance and employee relations for Naval Communications Security Material Systems (NCMS). You will develop instructions and standard operating procedures for civilian personnel program areas. You will act as a liaison between civilian personnel, supervisors and the Employee Management Relations offices affiliated with Naval Security Material Systems (NCMS).

Requirements

  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a two-year DCIPS trial period requirement.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilize organizational hiring procedures, as well as other related procedures and guidance, to recruit and employ qualified candidates; Utilize personnel tools and systems to coordinate, submit, and track personnel actions; Conduct studies to solve staffing problems impacting mission accomplishment and concerning such areas as manpower utilization; Participate in the development of local policies, programs, and procedures designed to meet the needs of management.
