These positions are located in the New Mexico State Office in Santa Fe, NM and the Arizona State Office in Phoenix, AZ
This position serves as an Equal Employment Opportunity Specialist located in a BLM State Equal Employment Opportunity or Civil Rights Office. The BLM State/Center EEO or CR Offices are major BLM programs that have substantial impact throughout the BLM and DOI.
This position is concurrently open to Merit Promotion eligibles under Announcement Number: BLM-NM-24-12537847-MP-FRB.
Duties
Duties will be developmental in nature when filled below the full performance level.
Provide specialized services around the Affirmative Employment Program/MD-715; the Public Civil Rights Program; and/or the implementation of the Diversity, Equity, and the Inclusion and Accessibility Program.
Work with the EEO Manager to assist in planning, administering, and evaluating overall EEO and Civil Rights policies, practices, and programs to ensure nondiscrimination in employment and in Bureau assisted and conducted programs.
Provide pre-complaint counseling in accordance with applicable federal regulations and EEOC, DOI, and Bureau policies. Provide information to applicants, employees, former employees, supervisors, managers, regarding their rights and obligations.
Coordinate with the EEO Manager and other staff to develop or refine presentations and briefings for the state leadership teams, Special Emphasis Program Managers (SEPMs), and other groups.
Conduct routine systemic compliance reviews to assess and evaluate the civil rights and equal opportunity policies, procedures and practices of recipients and sub recipients of federal financial assistance.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying.
GS-7:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Inputting information into a tracking system with required data and documentation; (2) Reviewing submitted documents for completeness and clarity; (3) Assisting with establishing and maintaining special emphasis programs and observances; (4) Assisting with assembling and formatting records; (5) Requesting factual information from and providing it to others.
OR
Education: Successful completion of at least one full year of graduate level education from an accredited college or university in a field directly related to the work of the position which provided me with the knowledge, skills, and abilities necessary to do the work of this position.
OR
Combination of Education and Experience: Successful completion of a combination of specialized experience and graduate level education described above, when combined, equals 100% of the total requirement. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
OR
Superior Academic Achievement (SAA): Successful completion of all requirements for a bachelor's degree in a curriculum that is qualifying for this position as described above from an accredited college or university, and meets one of the requirements for Superior Academic Achievement based on the following: (1) class standing (upper third standing in the graduating class of a college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses); (2) grade-point average (3.0 or higher out of a possible 4.0) as recorded on the official transcript, or as computed based on 4 years of education, or (3.5 or higher out of a possible 4.0) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; (3) election to membership in a national scholastic honor society.
GS-09:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) interviewing parties to a complaint/dispute and summarizing information obtained in writing; (2) reviewing files and records to ensure information is relevant and complete; (3) analyzing employment statistics and preparing narrative summaries; (4) writing replies to correspondence, or answering factual questions from the general public, agency employees, or others concerning program objectives or procedures. (5) Pulling and analyzing statistical data; (6) Creating and conducting presentations.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of
experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) reviewing charges of discrimination involving one or more issues such as failure to hire an applicant or failure to promote an employee; (2) reviewing, evaluating and updating affirmative action plans; (3) providing advice regarding the broad range of Equal Employment Opportunity (EEO)/Diversity and Inclusion (D&I) and Affirmative Employment issues impacting an organization; (4) Assisting with and overseeing Special Emphasis Programs such as specialized employment problems of women, minorities, veterans, the handicapped, persons over age forty, or others; (5) Pulling and analyzing employment statistics, identifying trends, and making recommendations.

Education: Ph. D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
