About the Position: Serve as a Lead Management Analyst team lead responsible for application and integration of manpower requirements, force structure, programming, budgeting, allocation and documentation processes for all CECOM military and civilian manpower resources.
Duties
Plan, develop, conduct, and direct management studies and surveys with primary emphasis on mission assignments, organizational development, and civilian and manpower staffing.
Oversee the coordination of all ILSC civilian personnel actions with the Civilian Personnel Advisory Center (CPAC)
Evaluate proposed TDA changes to determine agreement with current mission and functions, structure and resource management decisions
Evaluate, and recommend approval/disapproval, or revision of proposed realignments of missions and functions and of proposed reorganizations in related areas which do not require higher headquarters approval
Act with full authority over the total work of a team, and over the office on a rotational basis during the absence of the Office Chief
Represent the team and/or office at briefings and conferences held internally with other external organizations
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance, or access, for duration of employment.
- This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires Temporary Duty (TDY) travel up to 25% of the time.

Specialized Experience: One year of specialized experience equivalent to the NH-02/GS-11 grade level or band which includes: 1) Assisting with managing a force structure, programming, budgeting, allocation and documentation processes for military and civilian manpower resources; and 2) Developing and managing operational policies and procedures; and 3) Presenting briefings to a wide audience.
NH-03 Non-Supervisory Senior Professional or Team Lead Control Point: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-12 grade Step 01 to the highest equivalent GS-13 grade step 05 in the broadband. The control point for this position covers that full range of the NH-03 band as advertised. Management will set the pay for this position consistent with the qualifications and education of the selectee and the expected contribution for the position.
