This program manager will work collaboratively with pharmacy management, procurement personnel, and other departments at the GV Sonny Montgomery Medical Center and Community Based Outpatient Clinics affected by this program to continually review and enhance the Pharmacy Inpatient and USP 797/800 areas. Staffing will be a primary job function as assigned. This position is responsible to the Inpatient Pharmacy Supervisor.

Total-Rewards-of-an-Allied-Health-VA-Career-Brochure.pdf The duties of the Pharmacist (Facility Program Manager) include, but are not limited to: Assures proper operation of unit dose, controlled substance, and ward stock for the inpatient care program. Assures proper inpatient controlled substance distribution process including the accurate maintenance of all records associated with controlled drug accountability. Assures proper security of all drugs, supplies, and equipment for the inpatient care program. Responsible for maintaining a system of quality control records for the inpatient and USP 797/800 areas including compounded preparations. Responsible for the optimal utilization of all inpatient and IV automation. Manages pharmacy IV admixture compounding and distribution throughout the hospital. Coordinates the safe, effective, and timely delivery of IV admixtures and supplies for administration to the patient. Develops and maintains procedures to assure compliance with USP 797/800. Ensures strict adherence to the application and monitoring of appropriate aseptic technique for all staff involved in the preparation of compounded sterile products. Monitors workflow and methods, making recommendations to pharmacy management relative to proper utilization of personnel, equipment, and space. Ensures maintenance of adequate inventory of medications, supplies, and adjunct products for sterile compounding. Ensures efficient and quality preparation of products and is responsible for monitoring the proper cleaning and documentation of the hazardous IV hood, laminar flow hoods, biological safety cabinets, ancillary equipment and general admixture areas. Ensure IV hoods are operational, schedules required maintenance, and monitors positive and negative pressure within the buffer and anterooms. Meets with representatives from other services on a regular basis to discuss common issues, resolve difficulties, and develop ways to provide better patient care. Attends assigned interdisciplinary committees involving quality management relating to the inpatient and USP 797/800 programs. Serves as Co- Chair of USP 797 /800 Interdisciplinary Sub-­Committee and serves as a subject matter expert at the Compounded Sterile Products Advisory Committee. Submits information for reports and committees accurately and in a timely manner. Regularly reviews pharmacy-related regulatory standards and assesses if standards are being met. Responsible for the training and orientation of pharmacists, residents, technicians, students, and volunteers to the functions and responsibilities of the inpatient pharmacy and USP 797/800 program. Updates training and education annually. Coordinates and manages all USP 797/800 related mandated training to include media-fill testing, fingertip sampling, hazardous medication handling, and annual spill kit training. Responsible for staffing inpatient pharmacy in collaboration with the Inpatient Pharmacy Supervisor. Work Schedule: Monday - Friday, 3:30pm to 12:00 am. Subject to change based on the needs of the facility. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Pharmacists must be proficient in spoken and written English. Education. (1) Graduate of an Accreditation Council for Pharmacy Education {ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: httP-://www.aq;2e-accredit.orgL. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) OR, (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure. Full, current, and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence, or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. § 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration, or certification. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations, Pharmacist (Facility Program Manager}, GS-13: Experience. In addition to the GS12 requirements, must have 1 year of experience equivalent to the next lower grade level. Experience at the GS12 lower level include: 1. Knowledge of professional pharmacy practice; 2. Ability to communicate orally and in writing to both patients and health care staff; 3. Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security; and 4. Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. And, In addition to meeting the experience requirements, pharmacists assigned to this position must demonstrate the following GS-13 Knowledge, Skills, and Abilities (KSAs}: Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards for their program area. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. Preferred Experience: Supervisory and/or program management and 797/800 experience/knowledge.
