The position resides in the Tuscaloosa VA Medical Center (TVAMC) Education Service Line and reports directly to the Chief of Education & Development. The training specialist will have oversight of the Prevention & Management of Disruptive Behavior Program, ensuring facility compliance.
Duties
MAJOR DUTIES AND RESPONSIBILITIES
The GS-07 will serve in the developmental level position designed to provide the knowledge, skills, abilities and experiences necessary, leading to the full grade level of GS-9. The incumbent will organize work to achieve approved goals, consulting with the supervisor when problems are encountered. The incumbent will have some knowledge and skill in instruction and understanding of the PMDB model. Completion of the PMDB Facility Trainer certification will help develop the incumbent's skills and knowledge for this position, to include:
Knowledge and skill in applying and instructing the Prevention and Management of Disruptive Behavior courses;
Knowledge of pertinent laws, regulations, policies and precedents which affect PMDB;
Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization;
Skill in conducting detailed analyses of complex functions and work processes;
Interpersonal skills in teaching classes and working with staff;
Knowledge of medical factors that support medical monitoring of a physically disruptive patient.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 10 hour shifts 7 a.m. - 5:00 p.m. or 9 a.m. - 7 p.m., some weekends

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5 level; for a GS-9 position you must have served 52 weeks at the GS-7 level . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Basic Requirements:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
Preferred Experience
Experience as a PMDB Instructor or TMS Administrator.

GS-7 Grade Requirements: Must have one of the following:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: the employee must be able to demonstrate the knowledge and skills necessary to complete the duties of the position including program support and oversight. Such knowledge and skills: Communication and interpersonal relations, database management, etc. Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education; or superior academic achievement. Transcripts Required.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate level. Transcripts Required.
GS-9 Grade Requirements: Must have one of the following:
Specialized Experience: You must have one year of experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of administrative regulations and operating ; Knowledge in the areas of MS-WORD, MS-EXCEL, MS-POWERPOINT, and VA VistA to gather information and present analysis of information in the appropriate format for presentation and communication. Ability to effectively communicate professionally with clinical providers of various levels, managers, supervisors, and other employees to identify areas for process improvement as it pertains to efficiency, accuracy, cost, and timeliness.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have amaster's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.

Physical Requirement and Work Environment:
The work requires regular and recurring physical exertions such as long periods of standing, walking, bending, and other similar activities. Employees engage in such exertion when teaching, modeling, or performing techniques to apprehend or detain a person. The work will require regularly and
repetitively lifting and carrying heavy objects at 50lb or less. The environment involves everyday risks or discomforts that require normal safety
precautions typical of such places as offices, meeting and training rooms, patient treatment areas, schools, or libraries. The position requires travel between TVAMC and including the community-based outpatient clinics, as well as our academic affiliates. This position may require occasional overnight travel to meetings, conferences, and training sessions.
