The training specialist works in the Durham VA Health Care System, a university-affiliated health care system with affiliated HCCs and several Community Based Outpatient Clinics (CBOC's) encompassing parts of VISN 6. This position will align with the Group Practice Management Service Organization Chart. The incumbent provides initial and ongoing orientation for all facility schedulers including administrative and clinical staff.
Duties
The major duties of this position include, but are not limited to:
Creating curriculum and conducting a comprehensive training and education program for administrative personnel assigned to scheduling patients throughout the Durham VAHCS.
Analyzing and interpreting work processes to determine educational needs of individual employees.
Conducting formal and on-the-job instruction.
Evaluating training outcomes.
Performs work in the development and/or evaluation of courses for training programs.
Identifies and determines training priorities, conducts, and administers training programs, and develops and improves training guidance as it relates to VistA, VSE, CPRS, VAOS, VEText, ICB, BISL, VCM, MHV, and other computer applications.
Develops, obtains, and adapts current instructional materials.
Preferred Experience:
Teaching and developing instruction for scheduling, implementing curriculum, scheduling auditing, and customer engagement
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position, you must have served 52 weeks at the GS-7.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Individual Occupational Requirements: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements.
Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR,
Experience: Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
In addition to meeting the above Individual Occupational Requirement (IOR) AND Time-In-Grade, applicants must also meet the experience and/or directly related education relevant to this position.
You may qualify based on your experience and/or education as described below for the GS-7:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education or superior academic achievement in a major study - education or a subject area related to the position to be filled. Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and graduate education as described that demonstrates the ability to perform the duties of this position. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of employee training laws, rules and regulations in the Federal Government.
Knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of community care.
Excellent oral communication skills to deliver course content, establish and maintain effective work relationships with a broad range of diverse audiences.
Excellent written communication skills to prepare a wide variety of written products such as course instructional materials, etc.
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a major study in education or a subject area related to the position to be filled.
