This vacancy is for a GS-0343-13, Management and Program Analyst located in the Department of Homeland Security, U.S. Coast Guard, TMX PROGRAM INTEGRATION OFFICE Washington, DC. This is a term appointment not to exceed 12/31/2027.

Duties

You will serve as a Management and Program Analyst and be responsible for new and established projects, programs and systems while taking appropriate action in planning and executing work required to accomplish the objectives of the Talent Management Transformation Trackline. Responsible for developing, reviewing, analyzing, standardizing and evaluating managerial policies and procedures related to programs/systems associated with the Talent Management Transformation Trackline. Assignments include responsibility for maintenance, development, monitoring of major/complex programs/systems or subsystems.

Qualifications

To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience must include the following: Analyzing and synthesis of quantitative and qualitative data and evaluations reflecting performance and progress of projects, identification of materiel weaknesses, making forecasts and projections, and recommending actions as a basis for timely decisions. Developing practical, reliable, time sensitive and cost-effective recommendations for accomplishing team and individual projects and special tasks; and developing and adjusting the concept, methodology work plan and milestone schedules. Exercising programmatic oversight over assigned key technologies. Conducting formal and informal in-process reviews of milestone accomplishment or delay. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NOTE: Education cannot be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
