This position is a Park Manager (Superintendent) located in John Day Fossil Beds National Monument.

Duties

Direct and supervise the full range of planning, organizing, development, control, and evaluation of operations and management programs for the park. Identify problems and issues, develop issue-oriented objectives, apply and interpret Service and park mandates and policies, incorporate Service objectives, explore and formulate alternative solutions, negotiate conflicts and develop effective agreements. Directly supervise subordinate program managers, guiding the direction of their efforts, setting priorities, allocating resources and ensuring an effective and efficient organization. Responsible for planning, organizing, implementing and evaluating a comprehensive resource management program (cultural and natural). Coordinate land and resource planning and management with representatives of other agencies, Federal, state and local governments, the general public, and with private landholders. Build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, to achieve common goals. Provide strategic leadership to park and partners and sets forth an organizational vision that allows the park to uphold its mandate and objectives in a complex and continuously changing environment. Represent the National Park Service and the park in primary communications. Set the tone and expectation for the quality and responsiveness of communications with members of Congress, appropriate Federal, state, and regional and local officials, native organizations, public and private organizations, and the general public. Plan and execute a comprehensive fiscal program to support park operations and resource protection utilizing base, project, fee and donated funds. Set the direction and standards for the Interpretation and Visitor Services Program which includes multiple visitor centers, interpretive programs, school programs, annual special events and work with cultural practitioners. Oversee the implementation/operations of a comprehensive facility management program for constructed assets (including buildings, roads, trails, picnic areas, and grounds) compliant with regulatory requirements and NPS policies. Oversee the visitor and resource protection programs, providing overall direction and internal control for law enforcement functions. Physical Demands: The work is a mixture of sedentary and field work involving walking, driving, standing and bending. A valid driver's license is required. Occasional travel to areas, including air travel and extended driving, is required. As the three units of the park are widely separated, driving moderately long distances is common. Occasionally it is required to work under unusual and stressful situations which call for physical stamina and emotional stability. Working Conditions: Work is performed primarily in an office setting. However, work is also performed out-of-doors in various types of weather and terrain.

All qualifications must be met by the closing date of this announcement-09/26/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Experience should demonstrate management of park or public lands which involved, 1) providing leadership and direction for the strategic planning, management, and operation on public lands (typically at the divisional level) 2) managing a work group and making key operational decisions regarding budget, personnel, and program execution. 3) describing effective and timely decisions regarding sensitive or complex issues. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
