About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the USCYBERCOM - J87 Accounting Division - Fort Meade, Maryland.

Duties

Responsible for the professional advisory for financial accounting operations for U.S. Cyber Command (USCC) HQs and subordinate commands. Responsible for the reconciliation of the following: OSD funds, reimbursable orders, reviews and unliquidated obligation (ULO), unmatched disbursements (UMDs) and expenditures/disbursements. Oversees the development, documentation, and operation of internal and external financial accounting processes and procedures. Oversees/evaluates the preparation, analysis, and submission of all financial certification accounting reports. Analyzes and makes decisions relative to problems of non-standard actions requiring the application of professional accounting knowledge and techniques. Reviews financial accounting policies and procedures proposed by higher accounting authority, makes test applications against accounting operations and submits recommendations as to accuracy, adequacy, and validity of such proposals. Participates in discussions and conferences with operating officials to provide financial accounting advice and background on numerous areas involving financial accounting management. Plans and assigns work with guidance from the Accounting Officer, to be accomplished by subordinate Accountants and Financial Analysts . Identifies training needs of staff, providing or arranging for needed development and training. Reviews and updates job and position descriptions of subordinates for currency and accuracy.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain a Secret security clearance.
  • TDY up to 20% of the time required.
  • Telework is at the discretion of management and not guaranteed. Incumbent must stay within commuting distance (50 mile radius) of Fort Meade, MD.
  • Supervisory and employee probationary periods may be required if not already completed in accordance to 5 CFR criteria.
  • THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position, and the incumbent obtain and maintain this certification level requirement.

In order to qualify, you must meet the education and experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for an Accountant: A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) applying accounting principles, and managerial accounting standards to serve as an expert accountant performing or leading projects; 2) advising on matters that substantially impact operations of the command which directly affect financial management systems, internal controls, budget formulation and changing program requirements; 3) preparing and analyzing financial certification accounting reports and; 4) conducting performance analysis, research and reconciliation functions for all funds, facilities, assets, and contingent liabilities. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
