Duties

As a Tax Law Specialist - Senior Advisor, you will: Assist with the development, management, and evaluation of the office's policies, positions, and programs, and provide strategic planning and support in identifying emerging trends and issues likely to have an impact on office programs and activities. Serve as a primary liaison, on behalf of the office, with other Counsel and IRS offices to facilitate communications between offices and to coordinate and improve services. Conduct outreach activities to promote information sharing between offices. In connection with technical review work, develop procedural guidelines to assist attorneys in the development of these products. Serve as a primary reviewer on proposed legislation with potential impact on office programs and prepare final comments/recommendations on behalf of the office. Identify the need for and drafts new legislation. Develop procedures for implementing new legislation. As designated by management, act as recognized resource specialist to other office staff for the purpose of providing substantive guidance and assistance to less senior attorneys to facilitate the development and completion of work assignments. May assist in the identification of staff training needs, and the development and delivery of such training. Serve as Counsel representative and advocate in senior-level meetings and conferences with IRS and Treasury personnel, as well as in meeting with Congressional staff or the staff of other Federal agencies or instrumentalities, as appropriate, with full authority to participate in decisions/commitments on behalf of the office. Perform other duties as assigned.

To qualify for this position of Tax Law Specialist -Senior Advisor you must meet the qualification requirements listed below by the closing of this announcement: For GS-15: Specialized Experience: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as: Experience with respect to standards and generally accepted principles under the Internal Revenue Code, tax regulations, published rulings, court cases, and other technical materials relating to health and welfare benefits, including experience with tri-agency matters (tri-agency matters refers to matters under the jurisdiction of the U.S. Departments of Treasury, Labor, and Health and Human Services). Experience independently planning, developing, and completing projects delegated by management. Experience providing technical guidance and review of work products relating to health and welfare benefits. Experience assisting all levels of non-tax and tax personnel. Experience serving as a liaison, teaching training courses, and/or presenting on external professional panels. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. Time in Grade Requirement for GS-15: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
