The primary responsibility of the Administrative Officer (AO) is to perform direct assistance to the Chief, Community Care Service. This involves accomplishing a wide range of administrative functions including position, labor, and suspense request management; committee and workgroup facilitation, department-level policy development and maintenance, as well as program administration, compliance, and oversight; in addition to data analysis, budget, and fiscal management.

Major duties include but are not limited to:
Administrative Management:
The incumbent serves as the Administrative Officer to the Chief, Community Care Service by assisting in all administrative functions for the service. This position requires high level administrative, analytical, evaluative, organizational, fiscal, and interpersonal skills. He/she acts as the liaison between the Chief, Community Care Service and subordinates, Chiefs of other services, and other VISN and VHA facilities in administrative matters. The incumbent manages and coordinates all administrative aspects of Community Care Service. He/she develops long and short-range plans for the Service by coordinating administration needs. The incumbent collaborates with the Chief of the Service and the section supervisors to ensure integrated goals and priorities for the service are met. The incumbent is knowledgeable of overall Community Care Service, health care system, VISN, and VHA goals, mission, and priorities to assure a positive impact on programs and resources.
Program Administration: The incumbent plays a vital role in developing and coordinating internal review systems to assure that both clinical and administrative activities follow agency, accrediting, and regulatory requirements. He/she provides for full administration of reporting, evaluation, and program requirements associated with the accreditation of the organization. Establishes procedures to meet unusual or unique standards assuring services provided meet nationally accepted standards and are maximally cost effective. Employs updated mechanisms proven to be effective in the provision of service. Assures all standards of regulatory and accrediting agencies are continuously met in full. Coordinates the preparation and submission of recurring monthly, quarterly and annual reports, management briefings, summaries, and a wide variety of non-recurring reports. Incumbent participates in all system reviews both internal and external and makes suggestions on ways to improve overall management for the division. The employee prepares all necessary documentation for accreditation process.
Data Analysis and Information Management : The incumbent is responsible for the provision of specialized data support and guidance for healthcare system strategic planning, performance improvement, and operations. This position provides oversight and leadership for the implementation, spread, and sustainability of data-based decision making within Community Care Service and, at times, across the healthcare system.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07.
For a GS-11 position you must have served 52 weeks at the GS-09 level.
The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

**GS-09
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; interpreting and applying knowledge of health care systems operations, rules, regulations, and guidelines; facilitating committee meetings, including preparing agendas and minutes.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have:
~Master's or equivalent graduate degree
or
~Two full years of progressively higher level graduate education leading to such a degree
or
~LL.B. or J.D., if related

**GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing suspense requests; performing data analysis, budget, and/or fiscal management activities; performing position management, labor relations, and/or other HR-related functions.
OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have:

or
~ Three full years of progressively higher-level graduate education leading to such a degree
or
~LL.M

Physical Requirements: The work is primarily sedentary, although there may be some physical effort required through the use of computers or transporting documents, presentations and pamphlets to outreach events. Incumbent may be susceptible to eyestrain from working long hours on the computer.
