Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. This position is part of the Department of Defense (DoD), Missile Defense Agency. This position serves as a Program Analyst assigned to the Warfighter Support Center and matrixed to a program/project/element office. The primary purpose of the position is to analyze, evaluate and coordinate the Operations Support functions for the program/project/element office at one or more facilities. As a PROGRAM ANALYST at the NH-0343-3 broadband some of your typical work assignments may include: Ensure effective scheduling, coordination, and integration of GMD Weapon System maintenance and new product fielding and support contractor infrastructure maintenance consistent with existing program and agency policies and procedures. Conduct comprehensive scheduling and integration to support all activities for GM in Alaska with focus on minimizing weapon system non-availability for USNORTHCOM. Advise and communicate technical issues with GM Site Lead for AK, GM Director of Site Operations, and GM PM for Readiness related to weapon system availability and site synchronization, scheduling, and integration. Analyzes complex program operational and logistical issues related to scheduling, coordination and integration to ensure maximum operational availability of the weapon system. Provides recommendations to resolve problems. Establishes and maintains liaison with organizations both internal and external to MDA on issues related to asset management and schedule integration and operational reporting.

Qualifications

You may qualify at the NH-03, broadband level if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below: Experience with the use of program management principles, concepts, methods, standards and practices; management of projects or program initiatives; scheduling and integrating installation, maintenance, and upgrade activities for a fielded weapon system; and weapon system development, fielding, operations and sustainment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
