TSO - Transformation & Strategy Office: Strategic Integration, Transformation Office 1, Transformation Office 2, Transformation Office 3, Transformation Office 5
The following are the duties of this position at the full working level.
Reviews new or proposed legislation, policies, strategies, and processes to identify potential impacts on programs and broader TSO efforts. Evaluates information in controversial project areas, recognizing the need for consistent application of legal or procedural positions and establishment of clear precedents, and resolves exceptionally difficult issues affecting overall policy
Conducts investigations and analytical studies on key programs, policies, and/or procedures to understand issues impacting TSO performance (e.g., efficiency, effectiveness, etc.) and formulates, executes, advises on, and explains innovative solutions to address them. Assignments include obscure and novel problems that are handled by planning and carrying out either individual projects or major studies.
Develops, documents, and presents transformation recommendations to executive managers and leadership to accomplish TSO and/or IRA goals. Negotiates across the organization to ensure understanding, alignment, and support for transformation goals and needs. Adapts precedents or existing strategies to meet unusual needs or special demands.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
GS-14 SPECIALIZED EXPERIENCE: To qualify for this position at the grade 14 level you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. Specialized experience for this position includes demonstrated knowledge of a wide range of analytical and evaluative methods and techniques, qualitative and quantitative; sufficient to accomplish projects or studies broad in scope and magnitude. You must also have a knowledge of a full range of Federal laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; Knowledge of the overall mission, objectives, functions, policies, and organizational structure of the Internal Revenue Service; Knowledge of management principles and processes to perform project management duties and to coordinate and integrate project objectives and recommendations; Your experience must include oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations. Ability to work with others and to maintain harmonious relationships with all parties, and the ability to communicate both orally and in writing.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
