This position works for the United States Department of Agriculture, Natural Resources Conservation Service at Pittsfield, Massachusetts.
Serves as a Natural Resources Specialist with responsibility for assisting in developing, implementing, and administering a broad-based natural resources program for the Agency. Conducts long and short term scientific studies and investigations on the use of soils, water, vegetation, wildlife, and other natural resources.
Duties
Develops and implements conservation plans.
Conducts long and short term scientific studies and investigations on the use of soils, water, vegetation, wildlife, and other natural resources as part of the land management and natural resources program.
Coordinates surveys, performs monitoring, compiles and analyzes biological data, and prepares reports.
Provides input for and uses natural resources data and information generated by the Geographic Information System (GIS).
Analyzes a variety of data associated with environmental studies.
Requirements

- Physical Demands: Field work requires some physical exertion such as standing; walking over rough, uneven, or rocky terrain; bending, crouching, stooping, stretching; lifting and carrying moderately heavy items.
- Work Environment: Field work with exposure to extreme weather conditions; risks of falls, strains and sprains, striking against brush and branches; off-road travel in mountainous terrain. Safety equipment required.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
GS-05-Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment.
GS-07-One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level.
GS-09-One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level

Basic Education Requirement:
Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position (You must submit transcripts.)
OR
Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. (You must submit transcripts.)
In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:
GS-5: Must meet the basic requirement as described above and therefore, meet minimum qualifications at the GS-05 grade level. (You must submit transcripts.)
GS-07
Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-05 grade level in the Federal service, performing the following duties:
Assisting with scientific studies on the use and preservation of natural resources or environment including soils, water, vegetation, wildlife, wetlands, or forests;
Utilizing Geographic Information Systems (GIS) tools and other software to gather information or prepare reports; and
Preparing written materials such as reports, presentations, or planning guides.

Substitution of education in lieu of specialized experience: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
Superior Academic Achievement: In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-07 grade level in the Federal service, performing the following duties:
Planning scientific studies on the use and preservation of natural resources or environment including soils, water, vegetation, wildlife, wetlands, or forests;
Training others on natural resource topics such as land use management, preservation of natural resources, or environmental compliance;
Utilizing Geographic Information Systems (GIS) tools and other software to maintain records, gather information, or prepare reports; and
Recommending solutions to resolve natural resources problems.

Substitution of Education in Lieu of Specialized Experience: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
