This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The Outpatient Pharmacy (OP) Supervisor is a licensed clinical pharmacist whose primary function is to plan, direct and coordinate the daily workflow and operational activities of the Outpatient pharmacy. Operational Works with other pharmacy program managers and supervisors to adjust staffing and personnel assignments based on daily workload and demand. Communicates and coordinates with purchasing and inventory control personnel to ensure adequate inventory levels are maintained. Ensures employees exercise sound inventory control methods. Responsible for the security of the assigned area particularly as it relates to controlled substances. The OP Supervisor is expected to staff, performing all the duties and activities of those expected of a clinical pharmacists, during planned and or unplanned staffing shortages to ensure patient care is not compromised. OP Supervisor may be required to periodically work irregular shifts as required and may be called back for emergencies. Performs other duties as assigned and deemed is essential to the efficient operation of the Pharmacy Department. Clinical Verifying physician orders are complete and appropriate for dose, route, and frequency. Screening orders for incompatibilities, patient allergies and drug interactions. Providing patient specific therapeutic drug monitoring and communicating relevant findings and/or recommendations to other health care providers in charge of patients both orally and in writing. Monitoring will include prospective review and intervention in: Therapeutic appropriateness of a patient's drug regimen Therapeutic duplication in the patient's drug regimen Appropriateness of the route and method of administration Degree of patient compliance with the prescribed drug regimen Drug-drug, drug-food, drug-laboratory, or drug disease interactions Clinical and pharmacokinetic laboratory data to evaluate the efficacy of drug therapy and to anticipate side effects, toxicity, or adverse effects Physical signs and clinical symptoms relevant to the patient's drug therapy. Providing basic consultant information concerning drug therapy to physicians, nurses and health care professionals. Education Responsible for new employees, residents, students, and volunteers orientation to the Outpatient Pharmacy section. Identifies continuing education needs of staff working in the Outpatient pharmacy area through continuous performance and competency assessment. Assists with and participates in pharmacists and technical staff development activities Ensures employees complete all mandatory training. Administration and Supervisory Provides first-line coordination and oversight of all Outpatient pharmacy dispensing activities (i.e. local window, local mail and via Consolidated Mail Outpatient Pharmacy (CMOP). Activities include, but are not limited to ensuring all prescriptions are processed accurately and in a timely manner. Ensures compliance with all Drug Enforcement Agency (DEA), Food and Drug Administration (FDA), VHA, Veterans Integrated Service Network (VISN) 8, and Bay Pines Health Care System regulations, policies, and Joint Commission standards. Established section goals and objectives consistent with department goals, and develops the operational plans and policies to achieve them. Serves as coverage for Pharmacy Program Manager at the Douglas T. Jacobson State Veterans Nursing Home in Port Charlotte, Florida, must have a valid Florida Pharmacist License. Performs annual competency assessments and performance ratings for those under his or her immediate supervision. Work Schedule: May be required to work variable tours of duty including evenings, weekends and holidays when the facility is open. Basic Requirements: To qualify for appointment to this position, all applicants must possess the following: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. OR Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL IBT). Licensure-Doucmentation Submitted. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. Grandfathering Provision. All licensed pharmacists employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. One year of experience equivalent to the next lower grade. Knowledge, Skills and Abilities. Pharmacists assigned to this position must demonstrate the following KSAs: Ability to effectively supervise subordinate staff. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards pertaining to pharmacy. Skill in managing people or programs. Assignments. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Preferred Experience: Experience overseeing operations of a large outpatient pharmacy including evaluating workload and adjusting resources to meet demands. Experience, supervising and evaluating a minimum of 10 staff members in a 24/7 complex medical facility or extensive experience supervising pharmacy staff in a large, complex retail setting. Experience counseling and/or disciplining subordinates. Experience building staff schedules. Completion of accredited ASHP PGY 2 Health System Administration and Leadership Residency.
