About the Position: Serve as a Program Analyst for the Strategy, Plans and Policy (SPP) Branch, Army Protection Diivision, Office of the Deputy Chief of Staff for Operation (G-3/5/7), Headquarters, Department of the Army (HQDA).

Duties

Participate with the Strategy, Plans, and Policy (SPP) Chief to oversee the preparation and execution of mid-level reports/briefings. Assist in the development of organizational objectives and short-range program goals of Strategy, Plans, and Policy (SPP). Coordinate and negotiate related work changes affecting other elements of the Army Staff, the Joint Staff and other staff agencies and activities. Advise senior level leadership on issues involving the relationship of protection functions to broader programs and their impact on such programs. Evaluate the effectiveness of protection functions performed by the branch in terms of mission accomplishment, quality and quantity standards, procedural, policy and regulatory compliance, and technical competence. Participate in Army Protection Program Assessments (APPA). Promulgate Army strategy for Protection to reflect the current environment; review Army Regulation 525-2 and policy for potential rewrite and updating; and research and develop Protection policies and regulations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a testing designated position.
  • Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
  • Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
  • TDY travel will be required 5% or less of the time.
  • Must be able to obtain and maintain a Top Secret/SCI Clearance.

Qualifications

Position may be filled as a term appointment NTE 2 Years. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years). Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position. This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, return rights based on having served an overseas tour(s), and may also cover employees who have been on extended leave without pay under certain circumstances. During the obligation period, the position may be filled on a temporary or permanent basis. The selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time.
