This position is located in the Natural Resources Conservation Service (NRCS), National Water and Climate Center (NWCC). The incumbent provides analytical expertise to support several key agency program management functions with specific emphasis on data analysis using multiple sources and operational requirements.

Duties

Develop and implement comprehensive plans and strategies for the internal and external integration of day-to-day and long-range projects, actions and activities for the assigned organization. Provide direction and assist with implementation of a variety of business process performance management initiatives, such as data quality assurance; procurement oversight, agreement management and contract forecast reports. Provide recommendations and justifications to senior leadership regarding staffing levels, contractual requirement. and resource allocation. Formulate and execute action plans in response to business and management problems or initiatives, directives, regulations, legislation. Analyze and evaluate the effectiveness of programs or operations in meeting established goals and objectives and analyzes program performance data to identify issues and make recommendations.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience at the GS-13: You must have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service that included: Applying quantitative and qualitative methods to analyze program data and assist with developing metrics for evaluation; Providing oversight, technical guidance, and advice on the most appropriate method or procedure of analysis and evaluation to accomplish organizational missions and ensure optimum management strategy; and Analyzing and evaluating operations budget planning, staffing levels, workload distribution, and/or resource allocation, to improve the efficiency and effectiveness of business planning.
