Duties

You will prepare and implement a program to identify, conserve, and enhance natural resources for Navy and Marine Corps activities in the area supported by NAVFAC Hawaii. You will provide expert help to review Navy and Marine Corps plans, including military operations, training, construction projects, and site approvals, to check for possible impacts on protected species, habitats, and natural resources. You will help the Navy and Marine Corps comply with environmental laws like the Endangered Species Act and Magnuson-Stevens Act, ensuring compliance while supporting mission objectives. You will assist in streamlining environmental requirements for efficient operations.

Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the GS-12: In addition to the basic requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assessing projects to ensure compliance with environmental laws, including the Endangered Species Act, Migratory Bird Treaty Act, and Magnuson-Stevens Fishery Conservation and Management Act. Collaborating with federal, state, and local agencies to facilitate environmental consultations and obtain necessary approvals. Preparing or reviewing documentation, such as Biological Assessments, to support regulatory consultations. Applying natural resources management concepts to develop and execute projects that support Natural Resources programs. For the GS-11: In addition to the basic requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting in projects to ensure compliance with environmental laws, including the Endangered Species Act, Migratory Bird Treaty Act, and Magnuson-Stevens Fishery Conservation and Management Act. Drafting documentation, such as Biological Assessments, to support regulatory consultations for higher level review. Education

Applicants must possess a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position.
OR
Have a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.

In lieu of specialized experience at the GS-11 grade level, you may also meet minimum qualifications with the below education:
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in a related discipline appropriate to this position.
OR
Have a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent.
