The VA Northeast Ohio Healthcare System is actively recruiting for a Supervisory Social Worker to act within the under the supervision of the Program Coordinator of the Community Resource and Referral Center (CRRC). The incumbent has personnel management and oversight responsibilities at the physical CRRC locations (Akron, Ohio, and Cleveland, Ohio) as well as for the community based CRRC staff providing coverage throughout the VANEOHS catchment area.
Duties
The Social Worker duties include, but are not limited to:
Supervises and assists in planning, establishing, and implementing policies and procedures, developing individual or group goals and objectives as well as monitoring, operating, evaluating, and overseeing the Clinical and Administrative operations of the CRRC site and provides direct supervision to Social Workers.
Conducts ongoing reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies.
Provides orientation and ongoing training to subordinate staff and takes responsibility for providing opportunities to help staff update their clinical practice skills and acquire new knowledge in contemporary treatment modalities.
Sets priorities, establish guidelines, and clearly communicate performance expectations.
Receives and disseminates social work practice and resource information to social workers at the facility.
Responsible for a limited caseload (determined by the CRRC Program Coordinator and/or the Homeless Programs Coordinator) of Veterans enrolled in the CRRC program.
Has full responsibility for the care coordination and case management of the Veterans on this caseload including, but not limited to screening, admission, treatment planning, care coordination, clinical interventions, referral and resourcing, discharge, and crisis intervention.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2024.
BASIC REQUIREMENTS. The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. § 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000. To qualify for appointment as a social worker in VHA, all applicants must meet the following:
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the 3 accreditation standards for a masters of social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Supervisory Social Worker, GS-12
(1) Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
(2) Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
(3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
(c) Ability to ensure provision of clinical social work services.
(d) Ability to provide staff training and development.
(e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
(4) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities.
Preferred Experience: Formal or informal leadership experience such as team leadership or committee involvement at service, local, or National level. Macro social work experience including social work trainees, mentoring, system development, community engagement, and process improvement activities. Experience working with Veterans in housing crisis, literal homelessness, and with local homeless Continuums of Care (CoC).
The full performance level of this vacancy is a GS-12.

Physical Requirements: Incumbent will need to have the ability for rapid mental and muscular coordination, correctable vision, hearing with or without aid, depth perception, ability to distinguish basic colors and emotional and mental stability. This position requires operation of a Government-owned or - leased motor vehicle to properly carry out assigned duties. A valid state-issued driver license is required, along with medical clearance by Employee Occupational Health.
