Duties

This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C.

Incumbents typical work assignments may include the following:
Acts as the Joint Basic Research Program Manager (JBR PM), providing direct support to the Office of the Assistant Secretary of Defense for Science and Technology (OASD S&T), particularly within the Office of the Deputy Assistant Secretary of Defense for Science and Technology Foundations (DASD S&T FOU) under the Basic Research Office (BRO);
Maintains a comprehensive understanding of scientific innovation relevant to the Department of Defense (DoD). This includes assisting the Director of Basic Research (D,BR) in ensuring the Department's engagement with and awareness of scientific breakthroughs that are crucial for the future;
Manages the tri-Service basic research programs, aiding in scientific oversight and coordination across the Department's Basic Research Program, which exceeds an annual budget of $2.5 billion;
Interacts regularly with the research community, the Office of the Secretary of Defense (OSD), various DoD research establishments, other United States Government (USG) research funding agencies, the Office of Science and Technology Policy (OSTP), and professional societies;
Manages the technical and financial aspects of specific programs like the Multidisciplinary University Research Initiative (MURI), Defense University Research Instrumentation Program (DURIP), and Presidential Early Career Awards for Scientists and Engineers (PECASE);
Develops and executes strategies for creating collaborative academic networks with international partners;
Works closely with senior DoD officials, high-level scientists and engineers within federal laboratories and other agencies, and with leading figures in industrial and university laboratories;
Interacts with members of Congress, congressional staffers, and representatives from the Office of Management and Budget (OMB).

- This position requires an Engineering and Technical Management, Practitioner acquisition certification. The incumbent has 60 months to achieve this certification.

Basic Requirements: General Physical Science Series, 1301
Education:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
You may qualify at the NH-IV (GS-14/15) level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-III (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates:
Experience utilizing expert knowledge of key scientific components in various areas of basic research;
Experience displaying familiarity with Department of Defense research processes, infrastructure, and priorities;
Experience utilizing knowledge of Department of Defense science and technology policies, programs, and processes;
Experience collaborating with academia, academic organizations, interagency groups, and Congress to develop and refine policy proposals, legislative language, and supporting materials for research efforts and awards;
Experience managing and developing forward-looking research portfolios through innovative methods, including defining research topics, selecting proposals, monitoring progress, and establishing procedures and programs to transition efforts to other areas and programs;
Experience in concept and management of complex scientific and technical programs involving Department of Defense intramural and extramural performers, such as Federal laboratories, academia, and industry;
Experience utilizing knowledge of Federal and Department of Defense laws, regulations, policies, procedures, and processes pertaining to science and technology development, demonstration, and transition.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study
