This a National Guard Title 5 Excepted Service Position. This National Guard position is a Permanent GS-0511-13 SUPERVISORY AUDITOR (TITLE 5), Position Description Number T5143P01 and is part of the MO United States Property and Fiscal Office. This is a non-bargaining position.

Duties

Supervises a staff of Auditors engaged in substantive professional, technical, and administrative work. Responsible for planning, directing, coordinating, and reviewing daily and long term operations. Ensures advice and assistance provided complies with legal and regulatory requirements and meets customer needs. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points. Assesses and revises policies and procedures as needed to improve quality, timeliness, and efficiency of work. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Develops programs and makes assignments by establishing priorities in conjunction with the Adjutant General and USPFO. Reviews and monitors cost analyses and economic analysis programs. Plans and performs complex reviews, analyses, studies, examinations, and evaluations of various combinations of the specialized functions of the activity. Makes assignments to ensure best utilization of staff skills and available resources. Determines if the audit is adequate to protect government interests and that recommendations proposed provide an acceptable and attainable solution. Monitors, evaluates, and coordinates activity replies to audits, surveys, inspections, and reviews. Keeps the Adjutant General and the USPFO informed of status of such reviews and performs follow-up and reporting for audit recommendations. Explains regulatory requirements and provides instructions for improvement. Performs other duties as assigned.

Requirements

  • United States Citizenship is required.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
  • Must possess or be able to obtain the proper secret clearance (type and level) within one year of appointment according to DoD Personnel Security Program Management Directives.
  • As a basis of continued Title 5 Excepted Service employment/appointment to a GS-0511 position, the employee must complete all Financial Management Program education and training.
  • Employee must meet the DoD directed civilian financial management certifications for the Comptroller position within two years of initial hire date or promotion appointment date.
  • As a basis of continued Title 5 Excepted Service employment/appointment in the GS-0511 position, the employee must complete the requisite quantity of CETs every two years to sustain the achieved certification level.
  • Employee must complete all required Financial Management Certification continuing education and training hours; and, the employee, along with his or her applicable supervisor, must document and manage the employee’s Individual Development Plan.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.

Qualifications

GENERAL EXPERIENCE: Must possess skill in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; ability to write English in reports and presentation formats; ability to comprehend and/or apply problem-solving and negotiating techniques; skill in working with multiple software computer programs; skill in presenting formal training presentations and briefings; and, apply procedures and directives by reading and interpreting program material. GS-13 SPECIALIZED EXPERIENCE: Must possess one year of specialized accounting or auditing experience equivalent to at the GS 12 level or equivalent that demonstrates the knowledge of theory, concepts, principles and practices of accounting and auditing and the skills and ability to apply this knowledge to auditing assignments; ability to prepare, plan, conduct and report complex audits and cross-organizational inspections; ability to provide accurate, reliable, timely and useful financial audit data; experience presenting researched recommendations for remedial actions; ability to advise, information and guidance regarding current and future internal review concepts, doctrine, practices and operations. This specialized experience must also demonstrate the ability to provide guidance and explain regulatory requirements and the ability to prepare reports of audit findings, conclusions and recommendations. Must also possess at least one year of experience of broadening finance and audit program experiences in supervising, planning and scheduling work in a manner that promotes smooth flow and even distribution of work assignments.

Education

Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following
  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
