Position is under Facilities Management at VA Medical Center, Office of the Chief, Projects Unit. The incumbent is responsible for medical center interior design projects at all Northern California Healthcare Systems.

Duties

Major duties include, but are not limited to the following: Performs technical, administrative or professional work involving managing, administering, operating or supporting services and programs related to the operation and safety of Federal facilities. Engages in activities related to the management and/or administration of facilities. building interior design environments to promote employee productivity, health and welfare, and/or health and welfare of the public. Creates designs and furnishes buildings and medical facilities. Prepares the necessary visual aids, such as architectural drawings, sketches, renderings, color boards, and physical models for presentation of projects to appropriate officials. Responsible for the total interior design of a building or medical facility. Prepares floor plans, furnishings and accessory selections. Completes work before, during and after when interior design needs are developed. Prepares and maintains interior design budget. Develops cost estimates to cover furnishings required for projects included in budget submission. Evaluates interior design program to assure requirements and standards of the agency are followed. Included are regulations regarding handicapped persons, facility requirements, etc. Advises management officials of program defects and required actions in order to comply. Performs a variety of space planning functions. Performs surveys of buildings to maintain current overall awareness of facilities and general environmental conditions. Provides advice and information on a wide range of interior design projects, including project status, progress and/or problems to supervisor or upper-level management as required. Conducts independent investigations and feasibility studies in response to large scale, complex space allocation requirements for both unoccupied space and reconfiguration of existing space. Holds conference and interviews with clients, management and office personnel to define scope of work; analyzes work functions and requirements; gathers data relating to details of furniture, equipment, utilities and other special needs. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements: Education Undergraduate and Graduate Education: Major study -- interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. (NOTE: TRANSCRIPT(S) MUST BE SUBMITTED WITH APPLICATION MATERIAL. CONFERRAL OF DEGREE(S) EARNED SHOULD BE PRESENT ON TRANSCRIPT(S). UNOFFICIAL TRANSCRIPT(S) OK.) OR Specialized Experience (for positions above GS-5): Experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment. Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings. Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public. Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context. Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. (This experience must be well documented in your resume.) In addition must also meet the below requirements. You may qualify based on your experience and/or education as described below: GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of the fundamental principles and theories of professional interior design and space planning. Knowledge of a variety of methods, techniques, and materials used in architectural and interior design needs for the facility, including construction knowledge and skill to prepare all necessary scaled architectural floor plans, space layouts, reflected ceiling plans, finish plans, working drawings, specifications, detailed drawings for custom work and furniture fabrication. (This experience must be well documented in your resume.). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (NOTE: TRANSCRIPTS MUST BE SUBMITTED WITH THE APPLICATION MATERIALS. CONFERRAL OF DEGREE(S) EARNED SHOULD BE PRESENT ON TRANSCRIPT(S). UNOFFICIAL TRANSCRIPT(S) IS OK.). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond masters degree. [Note: To combine education and experience, first determine how much of the qualifying experience and education you have, as a percentage of what is required for each. Add the percentages together, and if the total is 100% or more, then the combined education and experience is qualifying for the position. EXAMPLE: To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of education beyond the first 18 semester hours (i.e. beyond the first year) by 18. Add the two percentages together. Physical Requirements: Work can normally be done while seated, as at a drawing board or computer keyboard. Frequent walking is required during field surveys and installation of project work.
