THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Connecticut Training Center (CTC), Niantic, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard.

Duties

Indefinite Appointment/Temporary promotion not to exceed two (2) years. The purpose of the indefinite appointment/temporary promotion is to backfill a deployed Soldier. The indefinite appointment/temporary promotion will be terminated within 30 days of return of the incumbent to the position. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. JOB SUMMARY: The purpose of this position is tooversee scheduling of Army National Guard (ARNG) programming and major/minor construction and maintenance projects. Additionally, this position administers the state's ARNG environmental and energy programs and supervises one or two employees. The major duties include, but are not limited to: Receives, verifies and coordinates approval of all initial ARNG requests for construction and maintenance/repair projects. Provides guidance on the development of facilities operations and maintenance methods, standards and techniques. Investigates construction and maintenance requests to determine propriety. Coordinates preparation of architectural and engineering drawings covering a broad range of modifications for existing ARNG facilities within the state. Implements the Army Energy Program, Energy Savings, and Energy Conservation Investment Program.

Qualifications

GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following: Experience, education or training which demonstrates the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan. Experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems. Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. KNOWLEDGE, SKILLS AND ABILITIES: Ability to gather and organize data from various sources. Knowledge of estimating and contracting procedures. Skills in dealing with representatives from other agencies, contractors and suppliers in the private sector. Ability to communicate effectively both orally and in writing. Ability to assign responsibilities and delegate authority. Ability to evaluate operations and isolate areas for improvement. Ability to gather and organize various data, distinguish priorities, and plan further contingencies. Knowledge of established policies, procedures, and regulations regarding fire prevention, security and safety programs. COMPATIBLE MILITARY ASSIGNMENT: For an indefinite appointment which is to backfill a deployed technician, MOS and unit of assignment are waived for 18 months following assignment. However, rank requirement must be met to avoid grade inversion. For temporary promotions, the MOS and unit remains with the permanent position from which temporarily promoted. MILITARY GRADE (Prior to Application): Officer: O1 through O3; Enlisted: E-6 through E-8 UNIT OF ASSIGNMENT: Any unit within the state CONDITIONS OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.
