This a National Guard Title 32 Excepted Service Position. This National Guard position is a Permanent WS-2610-13 ELECTRONIC INTEGRATED SYSTEMS MECHANIC SUPERVISOR (TITLE 32), Position Description Number D2284P01 and is part of the MO 131st Bomb Wing. This is a non-bargaining position.

Duties

Performs duties with supervisory responsibility over assigned integrated systems repair and maintenance work operations. Supervises employees involved in the maintenance, repair, and modification of integrated multi- complex avionics systems. Plans use of subordinate workers, equipment, facilities and materials. Establishes deadlines and priorities and work assignments based on general work schedules, methods, and policies set by higher level supervisors. Determines the sequence, priority, and time for the performance of operations within the limits of broad work schedules and time limits. Coordinates work with supporting or related work functions controlled by other supervisors. Determines the number and types of workers needed to accomplish specific projects. Informs higher level supervisors of the need to revise work schedules and re-estimate labor and other resources. Participates with superiors in the initial planning of current and future work schedules, budget requests, staffing needs, estimates, and recommendations as to scheduling projected work. Investigates work related problems such as excessive costs or low productivity and determines causes; implements corrective actions, within authority, to resolve work problems. Plans and establishes overall leave schedule. Sets performance standards and makes formal appraisals of subordinates work performance. Advises and counsels workers on how to improve their performance and explains new work techniques. Investigates and resolves grievances and complaints; notifies supervisor of serious matters.; and initiates proposals for formal disciplinary action as needed. Interviews candidates for vacancies and recommends selections. Implements safety regulatory requirements and ensures subordinates wear appropriate safety equipment and follow pertinent safety precautions. Maintains work reports and records. Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises. Performs other duties as assigned.

  • This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Maximum Military Grade - SMSgt (E-8) Minimum Military Grade - MSgt (E-7) Enlisted - AFSC 2A090, 2A071, 2A271, 2A272, 2A273, 2A374, 2A375, 2A390, 2A590, 2A871, 2A872, 2A971, 2A972 or 2A973 GENERAL EXPERIENCE: Must possess a validated understanding of the basic principles and concepts of this position and possess skill in collecting and analyzing data effectively, efficiently, and accurately; ability to communicate clearly and effectively; skill in duties such as, install, modify, overhaul, maintain, troubleshoot, repair, align, calibrate, and rebuild multi-system avionics complexes; ability to format and write English in reports and presentation formats; skill in presenting formal training presentations and briefings; skill in applying procedures and directives by reading and interpreting material; and skill in training, mentoring, leading, and problem-solving. WS-13 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience in performing, training and/or supervising assigned integrated systems repair and maintenance work operations; working and training experiences in the maintenance, repair, and modification of integrated multi-complex avionics systems; skill in planning tasks for subordinate workers and expanded knowledge in using the equipment, facilities and materials; and planning current and future work schedules, budget requests, staffing needs, estimates, and recommending projected work? The specialized experience must also demonstrate skill in meeting deadlines, in using time management to satisfy priorities and work assignments set by higher level supervisors; ability to redirect individual workers and resources to accomplish unanticipated work; research and address work related problems such as, excessive costs or low productivity; and determine the relevant causes. Experiences included implementing corrective actions, within authority, to resolve work problems. Must have the skill and knowledge to plan work and manage leave schedules. Experienced in writing performance standards and provided subordinates with formal appraisals of their work performance. Experiences involved advising and counseling workers on how to improve their performance through explanations and demonstrations of work techniques. Experiences involved providing recommendations for disciplinary actions. Experiences included interviewing candidates for vacancies and recommending selections to higher-level supervisors. Skilled in conducting environmental safety requirements and identifying equipment handling concerns that resulted in observed safety and housekeeping practices. Skilled in writing and presenting work reports and maintaining accurate records. Experienced in participating in readiness evaluations, inspections, mobilization and command support exercises.

Education

Must have completed an Air Force Seven Skill Level Technical Training School and be awarded a compatible Seven Skill Level AFSC, along with the successful completion of at least two military professional education course programs.
