The primary purpose of this position is to serve as Acquisition Security Program Manager and Special Access Program Officer for the overall management of Special Access Programs (SAP) for SSC/SZI.
Duties
Duty 1: Security advocate and focal point for Special Access Programs (SAPs) within SSC/SZI.
Duty 2: Plans, manages, and provides an efficient and cost-effective acquisition security program.
Duty 3: Provides authoritative security information and documentation to contracting officers for classified special access contracts under SZI classified programs.
Duty 4: Manages the Integration of System Security Engineering Management processes into the SZI classified programs.
Duty 5: Plans, manages, and administers the DCI Special Program Security Education Program.

- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Asset Protection Professional Certification (SAPPC) conferrals are required within 2 years of the established employee EOD.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Applying y knowledge of a major area of security specialization with demonstrated mastery of security administration programs. Comprehensive knowledge of security policy requirements to function as technical authorities in assignments requiring the application of theories and development to security problems not susceptible to treatment by accepted security methods, technology, and procedures: knowledge in resolving major conflicts in policy and program objectives. Extensive knowledge of performing key decision making and policy developing responsibilities in complex assignments such as planning for significantly new far-reaching security programs requirements, or leading or participating as a technical expert in interagency study groups resolving problems in existing security systems and programs requiring innovative solutions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a broad range of security principles, concepts, practices, methodologies, program relationships, and expertise in industrial, physical, information, and personnel security to effectively implement and administer classified security programs.
2. Ability to resolve problems or conflicts between security requirements and organizational missions, adjusting or waiving as requirements to accommodate multiple or conflicting requirements.
3. Skill in guiding acquisition strategies that balance programmatic goals with national security objectives.
4. Ability to coordinate security matters and resolve issues with scientific, technical, and other subject matter specialists.
5. Ability to establish effective professional working relationships and work as a team member.
6. Skill in written and oral communications.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
