Duties
PRIMARY PURPOSE: To serve as a Foreign Affairs Specialist (Foreign Disclosure Officer) providing foreign disclosure support to the F-35 United States Reprogramming Laboratory. Performs all staff functions in the areas of foreign disclosure and international programs. Specifically, the employee reviews, evaluates, develops and coordinates proposals and requests to disclose classified military information (CMI) and controlled unclassified military information (CUMI) to foreign governments and international organizations. The employee also authorizes disclosures of CMI and CUMI, within authority delegated to Eglin AFB in support of complex bilateral and multinational programs involving F-35 mission data partnership agreements, foreign military sales, direct commercial sales, international cooperative research and development, export compliance, and military and scientific exchange programs. Also, this position serves as a security program specialist, assisting with information and personnel security program functions in support of the unit.
DUTIES:
Serves as a Foreign Disclosure technical expert who plans, develops, and implements foreign disclosure policy and procedures while providing direction and guidance on assigned international programs and projects.
Plans, develops, and implements foreign disclosure procedures to include the review and approval of classified and unclassified export-controlled documents, information and equipment for release and transmission to foreign governments, agencies, and representatives.
Plans, develops, and implements foreign disclosure procedures and participates in the review, interpretation and documentation of USAF disclosure guidance, identification of shortfalls in the guidance, and creation of recommended modifications when necessary.
Administers the Foreign National Visitor Program.
Assists in implementing and administering the Information Security Program for the unit. Assists in implementing and administering the Personnel Security Program for the unit.

- A degree in Foreign Affairs, International Relations, Education, Political Science, International Politics, or Strategic Studies is highly desired.

- Must meet the standards of experience, training and education to qualify for an International Affairs Level II certification within four years of accepting the position.
- Must attend USAF and MAJCOM foreign disclosure training courses as soon as possible.
- Incumbent must be comfortable dealing with US senior leadership and high-ranking foreign representatives. The use of tact and diplomacy on all occasions is required.
- May travel by military or commercial air to conferences, meetings, or other functions away from the duty site. A current official U.S. passport is desired.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

Qualifications
CONDITIONS OF EMPLOYMENT (CONTINUED):
Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance. This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Disclosure on the assigned international program(s) is accomplished in accordance with National Disclosure Policy (NOP- I), the International Traffic in Arms Regulations (ITAR), Air Force Delegation of Disclosure Authority Letters (DDLs), DoD, Air Force, and ACC regulations, and guidance from the Chief of the Foreign Disclosure Policy Office.

BASIC REQUIREMENTS FOR FOREIGN AFFAIRS SPECIALIST 0130 SERIES:
Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in above, plus appropriate experience or additional education. NOTE: Please submit transcripts.
OR
Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. Evaluation of Experience: Qualifying experience may have been through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent in other pay systems (may have been obtained in the military, public or private sector). Examples of specialized experience include knowledge of applicable AFIs, DOD Directives, and related Air Force policies, procedures, and goals; knowledge of the wide range of concepts, principles, policies and practices of the records management to analyze, interpret and apply complex laws, regulations and directives as it relates to National Foreign Disclosure Program; familiar with the products and operations of other agencies within the intelligence community, international treaty organizations, the responsibilities and tasks of DoD and the Services, as well as the Unified Commands; an aptitude for current political situations, perceptive judgments on anticipated developments, and the ability to take positive action under conditions which do not permit the more leisurely processes of coordination approval; knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls; knowledge of a broad range of security program relationships, and expertise in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs; and knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of AFI 16-201 and International Traffic in Arms (ITAR) principles and how they are applied to issues relating to Foreign Military Sales (FMS), International Cooperative Programs (ICP), and Direct Commercial Sales (DCS) exports of defense equipment, technology, information and services.
Knowledge of a wide range of international affairs concepts, physical security requirements, and US foreign policy principles and practices, to include foreign military sales, technology transfer, and international cooperative programs.
Knowledge of general Air Force and specific foreign disclosure operations, politico-military affairs, as well as information and industrial security processes for classified material handling and general management practices.
Knowledge and skill in developing, analyzing, and evaluating industrial and personnel security programs to meet mission requirements and improve the security program for the unit.
Ability to analyze problems, identify significant factors, gather and interpret pertinent data, and apply established rules and procedures in order to recommend effective solutions.
Ability to communicate orally and in writing, clearly, concisely, and accurately and to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
