The primary purpose of this position is to serve as a professional mechanical engineer, performing design, project programming and construction management/monitoring duties in support of a military installation

Duties

This position is a developmental (e.g.: GS-07 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected Performs planning and design work for substantial multi-phase new construction, renovations, and improvement projects for real property facilities, including utility systems, utilizing a professional knowledge of mechanical engineering. Manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of mechanical engineering and knowledge of other engineering disciplines to ensure overall compliance with contracted specifications, schedules, etc. Plans, programs, budgets, and executes required projects in support of assigned programs. Performs work in facilities operations and maintenance (O&M) functions. Provides consulting services and project coordination. Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

  • Work may occasionally require travel away from the normal duty station on military and commercial aircraft.

Qualifications

BASIC REQUIREMENTS: The individual occupational requirements typically provide at least two methods for applicants to meet the basic requirements of the occupations covered by this standard: A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements generally as stated in paragraph A in the individual occupational requirements. Where specific course requirements are not indicated in paragraph A, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. Related course work generally refers to courses that may be accepted as part of the program major. B. Appropriate combination of education and experience that is typically specified in paragraph B of the individual occupational requirements. The "paragraph B" method generally requires that an applicant possess a core of educational credit, such as described in paragraph A above, plus additional education and/or experience. The method of determining the number of semester hours required to constitute a major field of study is the same as described in paragraph A.The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. In addition to meeting the basic requirement applicants must also meet the additional requirements as reflected below. *Transcripts must be provided* FOR GS-07: One year of specialized experience to at least the GS-05 grade level under the General Schedule (GS) or equivalent in other pay systems. Specialized experience includes performing engineering duties of limited scope in knowledge of work processes, apply standard mechanical engineering practices; identify problem; and analyze, interpret and mechanical engineering rules and procedures; and familiarity with other engineering disciplines. OR have one year of graduate level education OR superior academic achievement SAA OR have a combination of education and specialized experience FOR GS-09: One year of specialized experience to at least the GS-07 grade level under the General Schedule (GS) or equivalent in other pay systems. Specialized experience includes performing routine and recurring mechanical engineering duties; such as engineering calculations; selects appropriate approach to solve routine problems and recommends course of action; analyze, interpret and apply mechanical engineering rules and procedures; and familiarity with other engineering disciplines. OR have a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to a master's degree which provides you with the knowledge, skills, and abilities necessary to do the work of this position OR have a combination of education and specialized experience. FOR GS-11: One year of specialized experience to at least the GS-09 grade level under the General Schedule (GS) or equivalent in other pay systems. Specialized experience includes independently performing operational and maintenance engineering duties involving design, construction, maintenance, repair, acquisition, or disposal of facility/real property; operation of utility systems OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. OR equivalent doctoral degree OR have a combination of education and specialized experience. For GS-12 One full year of specialized experience comparable in scope and responsibility to the GS-11 grade level or equivalent in other pay systems. Specialized experience includes activities, performing a wide range of engineering duties surrounding operations and maintenance functions to encompass the maintenance and repair of infrastructure facilities, utilities and reviewing specifications. Managing construction projects from start to finish including the performance of pre-construction site surveys all the way to completion of as-built drawings, coordinating projects with other engineers, architects, contractors, and/or other project managers to resolve problems. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of mechanical engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines. 2. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; of environmental principles, practices, procedures, laws, regulations, and current legislative issues; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds. 3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems and management. 4. Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings; and technique / skill in drafting sufficient to convey design concepts and ideas and formulate working drawings. 5. Ability to plan, conduct and record site/facilities surveys and inspection; to analyze, interpret, and apply results, rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions. 6. Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
