About the Position: You would work under the supervision of the Regional Public Affairs Director for the North Atlantic Division (NAD), U.S. Army Corps of Engineers. Functions as the NAD Deputy Director of Public Affairs. In this role, is responsible for providing advice and assistance in the development and evaluation of command-wide public affairs plans, programs and products with an emphasis on multimedia storytelling and represents the Regional Public Affairs Director in his/her absence.

Duties

Manage multimedia communication; develops, reviews, and produces innovative communication materials — such as, fact sheets, brochures, briefing slides, posters, and multimedia (photo/video) presentations/products. Independently research, plan, design and execute a web and social media outreach program in conjunction with agency partners. Establish policies and processes for efficient web content management of the North Atlantic Division (NAD) website. Integrate digital media elements into communication strategy and public affairs plans. Provide advice and assistance in planning, organizing, and directing — on a regional level — public affairs and communication strategy in support of USACE missions, projects, programs, and strategies. Review objectives and issues with supervisor, senior Division managers and leaders for clarification and to ensure all NAD Public Affairs communication-related objectives are consistent with the Commander’s intent and objectives. Assist with developing messages and campaigns on NAD topics as they relate to USACE, overall Army, Department of Defense (DoD), and national policies. Evaluate the success of the communication strategy, identifying causes or reasons for misunderstanding or indifference. Fully capable with design and editing software, such as data visualization, infographics, command messages.

Experience Required for GS-13: Specialized Experience: One year of specialized experience which includes; (1) Developing/designing, reviewing, and producing innovative multimedia communication materials such as data visualization, infographics, and photo-/video-based materials (2) Writing and/or editing articles, speeches, or news to convey information on a programs operations or activities for specialized audiences and/or the general public and (3) Developing communication plans, public affairs guidance, and/or communication policies for a program (4) Briefing the media and the community on the organizations programs and projects. Your experience must be clearly evident in your resume to be considered for this position. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
