The position is in ILEAD Strategic Planning, Integration and Innovation (SPII). The Strategic Planner serves as a primary consultant to the Associate Director on strategic and business planning. Leads and manages all aspects of ILEAD strategic and business planning activities. The incumbent ensures the integration of strategic planning processes with operational processes. Ensures that the ILEAD strategic and business plans align with strategic goals, priorities, and initiatives.
Duties
This announcement is only open to current, permanent VHA Human Capital Management (HCM) employees, including, Institute for Learning, Education and Development (ILEAD), National Center for Organizational Development (NCOD) and Workforce Management and Consulting (WMC), Station 131, and VA CTAP (Career Transition Assistance Plan for surplus/displaced employees) eligible employees. All other candidates will not be considered.
The major duties of this position include but are not limited to:
Coordinates and integrates strategic and business planning initiatives with management, and other national coordinators, providing program guidance, oversight, and evaluation.
Reengineers and improves strategic planning processes. Originates new strategic and business planning techniques and establishes new criteria or approaches and methods for program implementation and assessment, requiring a substantial depth of research and analysis, which serve as precedents for others.
Implements short and long-range strategies by HCM and VHA program policies and objectives. Evaluates the content of new or modified ILEAD, VHA, and VA guidance material; determine the impact upon ILEAD programs and resources; and recommend changes, expansion, or revisions. Directs complex studies and develops new approaches to identifying key strategic issues and resolving strategic planning issues and problems.
Plans, leads, and carries out projects and studies to develop and integrate strategic and business plans and programs needed to enhance employee education training to fully meet ILEAD, VHA, and VA's mission requirements. Consults with other executive-level strategic planning officials to discern corporate strategic goals and objectives.
Prepares reports, charts, and briefings on accomplishing strategic goals and objectives and makes appropriate adjustments to align strategic plans with corporate plans. Provides advice and guidance to AD on new and changing strategic plans.
Provides advice and guidance to AD and ILEAD leadership on all actions necessary to ensure compliance with VA/VHA and ILEAD strategic and business plans.
Analyzes and evaluates the administrative aspects of substantive, mission-oriented programs administered by ILEAD to assure accountability and promote organizational and program effectiveness.
Independently performs a wide range of complex and time-sensitive special projects. The findings from these projects are reported to the AD for SPI and other leadership as applicable; they can have a wide-ranging impact on operations and education. Analyzes and develops recommendations for improvement in program operations and objectives.
Performs analytical and evaluative work associated with planning, organizational and operational activities.
Promotion Potential: This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of GS-13. At the GS-12 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12 .The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is performed while sitting at a desk, at conferences, briefings, meetings, in classrooms and the equivalent. The work is primarily sedentary but may require prolonged standing in front of groups. Must work multiple projects simultaneously and handle occasional high levels of stress and conflicting priorities. Work may also involve occasional travel and may include prolonged standing, walking, and transport of instructional supplies and/or equipment in excess of 30 lbs.
