The purpose of this position is to serve as a Procurement Technician for the Department of Veterans Affairs with the responsibility for performing a wide variety of procedural, technical and administrative work in support of contract specialists, officers, and administrators involving a variety of contract types and contract administration actions.
Duties
Major duties and responsibilities include: Verifies the accuracy of item and vendor files to improve reporting times and quality of data being reported; Works within established policies and procedures to complete a wide variety of administrative tasks such a market research, surveys, and reference checks; Conducts and documents market research to identify small, disadvantaged, veteran, disabled veteran, and women owned business concerns and for relaying information obtained to appropriate acquisition managers; Maintains the electronic files in Electronic Contracting Management System; Maintains the Contracting Officer Representative (COR) log for the facility and sends out notices to individual COR's whose certification is ready to expire; Performs as recorder at bid opening and preparation of bid abstracts ensuring confidentiality and accuracy of all documentation; Coordinates the administration of Privacy, Cyber-Security, and other required training for applicable contractor employees; Provides training materials and ensures that training certificates are obtained from each contractor employee; Recommends payment or nonpayment of contracting invoices based on evaluation of contractors' progress and initiating paperwork process; Coordinates the closeout process; Gathers and organizes solicitation information as requested by the procurement staff; Prepares for signature, distributes and files routine administrative documents at the request for acquisition staff; Performs contract follow up duties to include communicating and coordinating with contracts to resolve delinquent deliveries, updating order statuses, and matters related to outstanding invoices, late payments, etc.; Performs other duties as assigned.
Work Schedule: Tour of Duty is 8:00 a.m. - 4:30 p.m.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework with supervisor's approval. Telework eligibility will be discussed during the interview process.

Physical Requirements: The work is sedentary in nature. There are no special physical requirements. The work is performed primarily in office areas or conference rooms and similar environments. However, it may require some traveling and visits to Government and/or contractor's facilities and other contract-related performance sites.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks as a GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note:Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized Experience GS-07: Applicants must meet the specialized experience requirement for the GS-07 grade. In order to meet the minimum qualifications for this position, you must meet 3/5 of the following examples of specialized experience.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience includes experience with: An organization's programs and technical requirements sufficient to plan and carry out a procurement program; Advising technical representatives in procurement planning and preparation of statements for work; VA and Federal (or similar) Procurement Regulations as they apply to contract solicitation and administration; Construction and service type contracts, sole source contracts, small purchase procedures, requests for quotations, and requests for proposals; Monitoring contractor's responsibility in the performance of contracts (i.e., payrolls, progress payment amendments and modifications).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
