The primary purpose of this position is to serve as Legal Counsel to the Director of the Intelligence Systems Support Office, under the supervision of the Deputy General Counsel (Intelligence, International, and Military Affairs), Office of the General Counsel of the Air Force. Performs legal research and analysis in the solution of legal problems pertaining to matters of interest to the Intelligence Systems Support Office or the Air Force.

Duties

Assists the Director and staff of the Intelligence Systems Support Office in carrying out responsibilities in matters pertaining to one or more of the following areas: intelligence, cyberspace, international law, security, fiscal, contracts, intellectual property, privacy, and administrative law. Recognized as a subject matter expert within one or more of the following areas: international law, intelligence, counter-intelligence, security, and cyber law issues; routinely provides legal advice, counsel, and opinions, on request, to the General Counsel, Principal Deputy General Counsel, and the Deputy General Counsels on the very complex legal issues related to these areas of expertise. Represents the Intelligence Systems Support Office, or the General Counsel's office, as appropriate, at meetings on problems relating to the functional areas assigned. Attends meetings with high-ranking officials from DoD, Department of Justice (DoJ), Department of State (DoS), other government agencies, foreign governments, international organizations, and non-governmental entities, as appropriate, on matters relating to Intelligence Systems Support Office activities. As assigned and without direct supervision, accomplishes specialized projects, which require a very high level of legal training and experience. Such projects may involve participation in Air Force or inter-agency working groups, as well as international and multi-national working groups, and may require field trips to military installations and other locations. Represents the Intelligence Systems Support Office, the Office of the General Counsel and/or the Air Force in conferences with senior representatives of DoD and other defense agencies and military departments, other government agencies, foreign governments, international organizations, and non-governmental entities, as appropriate, on matters of interest to the Intelligence Systems Support Office or the Air Force. For matters of particular interest to the General Counsel, serves as agency liaison with a) assigned trial attorneys and actively guides prosecution, defense, and resolution of claims and lawsuits brought by and against the United States or the Air Force; or b) DoS, other government agencies, international organizations, and non-government entities and actively guides negotiations and resolution of international issues, including claims for money.

  • The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.
  • Incumbent is subject to initial and random drug testing.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Employee may be subject to counterintelligence scope polygraph testing. This is a DCIPS position requiring employee to sign Excepted Service Agreement.
  • Attorney appointments are subject to serve a one-year probationary period.
  • Candidates are not required to have active duty service or veterans’ preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official.
  • The work is primarily sedentary and performed in an office setting. Some walking and standing occurs during the course of the duty day

Qualifications

At the time of application, you must provide proof, dated within four months of application, of "active" status and in good standing with a bar of the highest court of a State, US commonwealth, US territory, or the District of Columbia. GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. In addition to the basic requirements, candidates must meet the following specialized experience as it applies to the particular grade. IAW AFI 51-101. Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the role and duties of the Government attorney, including a practical knowledge of the Model Rules of Professional Conduct for Federal Lawyers, Federal Bar Association, October 6, 1990. Incumbent must be able to analyze highly complex legal issues in areas of assigned responsibilities involving international law matters, cyber law issues, security, intelligence, or investigations, as they relate to the responsibilities of the Air Force. 2. Knowledge of domestic laws, international law, treaties, regulations, policies, and principles pertaining to areas of assigned responsibilities involving international law matters, cyber law issues, security, intelligence, fiscal, contracts, intellectual property, privacy, and administrative law to anticipate their impact on the Intelligence Systems Support Office and Air Force activities. 3. Skill of research methodologies, including computer-assisted technologies, necessary to identify applicable domestic laws, international law, DoD, Air Force, and other applicable regulations, and policies pertaining to the mission of the Intelligence Systems Support Office or the Air Force in areas of assigned responsibilities. 4. Knowledge and skill in applying advanced data gathering tools, including, but not limited to, formal interviewing techniques, archived records retrieval and review, information requests under the various federal laws as well as formal discovery, to collect various types of factual information and use computer-assisted drafting software, e.g. Microsoft Word, PowerPoint, etc. 5. Skill in applying communication theories and methodologies peculiar to the legal profession and the Air Force, including, but not limited to internal staffing processes, legal memoranda and correspondence, and those necessary to effective oral communication, including the interpersonal communication skills necessary to deal effectively with diverse interest groups, organizations, officials, including executives of large contractor firms, Senior Executive Service leaders, General & Flag Officers, international equivalents, and Congressional staff members. Ability to effectively revise and edit the written communications of others. 6. Skill of negotiation principles and practical knowledge of how such principles are applied in negotiations. Superior skills in the areas of oral and written communications and interpersonal relationships. 7. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for Senior Executive Service leaders, General & Flag Officers, and international equivalents. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
