Duties

As a Physical Security Specialist, you will perform the following duties: As the Senior Physical Security Specialist provides technical guidance and consultative services to all levels of management and employees on Physical Security Programs to include Foreign National Access and Export Controls Program, Affiliate Facility Access Management, and Facility Security Assessments to achieve organizational goals and objectives around risk management. Plans, organizes, leads, and conducts studies and manages projects that serve to identify areas of opportunity for NMFS Physical Security Programs, develops and recommends courses of action, implements strategies and initiatives, and ensures overall success of these programs and achieving organizational goals and objectives around risk management. Maintain oversight role as the primary point of contact for the DOC Office of Security Facility Security Assessment and countermeasure process. This includes to reviewing proposed countermeasures, coordinating responses to assessment reports, tracking risk acceptances and the implementation of countermeasures to closure; and keeping senior management informed on Facility Security matters.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-4 (GS-13/14) grade level: Specialized experience: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 (GS-12) in the Federal service. Specialized experience MUST include all of the following: Assisting in providing administrative support for cleared personnel, including but not limited to visit certifications, processing of foreign contacts, foreign travel, export and deemed export matters and requirements related to compliance with US Law (e.g. Export Administration Regulations (EAR) or International Traffic in Arms Regulations (ITAR)) and other appropriate day-to-day security support; Researching and advising on facility security assessments; and Analyzing and assessing risk management and making recommendations to management or stakeholders.
