Duties
Provides systems operational and management assistance to assigned areas and to other financial managers regarding finance principles, policies, and procedures.
Recommends corrective action necessary to resolve operational problem conditions.
Reviews, analyzes, and evaluates incoming source documents; identifies discrepancies and their sources, and prescribes correction action.
Works with accountants, systems analysts and other subject matter experts who are responsible for the development, testing and evaluation of new system design and modification of existing systems related to finance and accounting functions.
Monitors operations and ensures compliance with established internal controls to identify problem areas.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: providing financial systems support to design, test and maintain accounting, finance and reporting systems; modifications to existing systems and generate new reports; identifying, documenting and recommending finance accounting system requirements; researching issues related to the integration of finance and accounting systems.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education is not substitutable for specialized experience at this grade level.
