The Office of Surface Mining Reclamation and Enforcement (OSMRE) is a bureau within the United States Department of the Interior. OSMRE is responsible for establishing a nationwide program to protect society and the environment from the adverse effects of surface coal mining operations, under which OSMRE is charged with balancing the nation's need for continued domestic coal production with protection of the environment.

Duties

This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement (OSMRE), Western Region, Technology Management Division (TMD), Technical Innovation and Professional Services (TIPS), Training and Technology Services Branch in Lakewood, CO. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Serve as the instructional systems design expert for the Technical Innovation and Professional Services (TIPS) Training Program to support instructors and course developers with Surface Mining Control and Reclamation Act (SMCRA) training content development. 2. Provide leadership and professional guidance to OSMRE, State, and/or Tribal staff engaged in the delivery of SMCRA training throughout Office of Surface Mining Reclamation and Enforcement (OSMRE). 3. Perform duties of a professional nature in support of the TIPS Training Program under the direction of TIPS Branch Manager and in collaboration with the TIPS Training Administrator. 4. Serve as the senior SMCRA training content consultant for instructional design in the learning management system. 5. Provide instructional design technical advice, guidance, and recommendations to management and instructional support teams. 6. Direct research on and implementation of models for instructional systems design in software and hardware technology, professional, and leadership education and training. OSMRE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Drivers License Requirement: You may be required to operate a motor vehicle while traveling; therefore you must possess a valid state driver's license. Work Environment: The work is usually performed in an office or classroom setting but may include fieldwork. Field clothes and safety equipment must be worn when visiting mine sites. Salary Information GS-12: ($96,684 - $125,685) per annum. GS-13: ($114,970 - $149,465) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Qualifications: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying. In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: (1) Basic Educational Requirements: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. AND (2) Specialized Experience: GS-12 To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Assisting in the development of course materials to ensure customer's needs are met; 2) Researching and applying guidelines, policies, and regulations to develop course material; AND 3) Analyzing and editing course materials in order to recommend or suggest changes to curriculum. MUST MEET ALL. GS-13 To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Developing course materials to ensure customer's needs are met; 2) Researching and applying guidelines, policies, and regulations to develop course material; 3) Analyzing, editing and implementing changes to curriculum; AND 4) Providing technical advice, guidance and recommendations to management and other key officials on training and developmental design.
