This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), Children and Adults Health Programs Group (CAHPG).
As a Health Insurance Specialist, GS-0107-14, you will develop program policy, interpret program requirements, methods, and procedures; monitor, evaluate and assess the integrity and quality of program operations; prepare and analyze health care data.
Duties
Serve as a technical expert in developing and enforcing program policy.
Perform analyses for the development of new or modified policies/operations that evaluate the compliance with federal law, guidance, operational implications, regulations, policies, operational procedures and/or systems.
Lead a team that translates legislation into specific program goals, actions, policies, and services.
Issue guidance and provide technical assistance to staff, states and stakeholders to implement policy.
Collaborate with internal and external stakeholders to develop, implement, and evaluate program policy.

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Serving as a technical authority on policies and initiatives for Medicaid, CHIP, BHP, or another national health insurance program; 2) Drafting health policy guidance, analyses, or operational instructions to implement initiatives; 3) Experience leading teams and managing projects; AND 4) Collaborating and negotiating on policy development, implementation, and data analysis with internal and external stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
