You will serve as a IT SPECIALIST (SYSADMIN/NETWORK) in the COMMAND INFORMATION OFFICE (CIO) of NAVFAC SOUTHWEST.
The salary range for positions filled in San Diego, CA, is $99,044 to $128,752.
The salary range for positions filled in Lemoore, CA, is $87,208 to $113,366.
Duties
You will evaluate computer systems, software, hardware, and network architecture to identify potential security risks.
You will configure system components (e.g., disk drives, printers, or other peripherals) to support an operating environment.
You will analyze network information to measure performance and system utilization.
You will develop resolution processes for information technology (IT) system malfunctions.
You will develop an information technology (IT) master plan for the standardization of systems, applications, tools, data, and processes for IT systems.
You will conduct systems and applications analysis/design review and recommend resolution to cyber security vulnerabilities.
You will provide input to the Risk Management Framework process activities and related documentation (e.g. system life-cycle support plans, concept of operations, operational procedures, and maintenance training material)

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a bargaining unit position.
- The incumbent must obtain, maintain and use a Government travel card.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This is a Cyberspace Workforce position and the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following and Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT related experience demonstrating this competency includes: Reviewing my own information technology-related work or data and have been aside by others to review their work or data to ensure accuracy, completeness, and consistency with standards.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency includes: Evaluating new information technology (IT) tools and trends to meet business requirements of customers.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT related experience demonstrating this competency includes: Briefing senior leaders on information technology (IT) policies to streamline corporate resources.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT related experience demonstrating this competency includes: Diagnosing networked system failures to isolate sources of problems between equipment, networks, systems software, and application systems.
In addition to demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as:
1) Installing, testing, operating, troubleshooting, and maintaining hardware and software systems in support of an organization's IT program; 2) Interpreting and applying IT policies and processes and guidelines, analyzing systems and applications, and recommending resolutions to problems; 3) Monitoring systems security procedures, tools, and policy to include firewalls, host and client access, file permissions and user accounts; 4) Identifying and correcting malfunctions and other operational problems. This position has been designated as a Cyber IT/Cybersecurity Workforce position in the specialty area (451) - System Administrator - and - (441) - Network Operations Specialist, proficiency level Basic and, as a condition of employment incumbents of the position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include:
1. Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and;
2. Participate in a continuous learning program as described in SECNAV M-5239.2). A minimum of 20 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor.
This is a Defense Acquisition Workforce position that requires an Engineering and Technical Management, Foundational acquisition certification. The incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment.
